Subject: Call for Bids, Phase 2 - Membrane Bioreactor Wastewater
Treatment Plant for the Port Hadlock Sewer
Statement of Issue:
The Board is requested to call for bids for the above-referenced work.
Analysis/Strategic Goals/Pro's £t Con's:
This work is to construct a new maximum month 90,000 gallons per day (gpd) Membrane
Bioreactor Wastewater Treatment Plant (MBR WWTP). The work includes the construction of
an approximate 2,500 square foot (SF) MBR canopy building for the membrane bioreactor
treatment system (furnished by Ovivo); an approximate 1,800 SF administration building; an
approximate 1,200 SF metal building to house chemical and electrical equipment; influent
equalization tank; influent and yard pumping stations; and installation of an odor control
facility; influent course screen; two (2) 15 cubic yards (CY) dewater bins with an ancillary
polymer system; aeration system; and process water standpipe. The work also includes
construction of the site driveway; concrete sidewalk; stormwater facilities; site piping; site
lighting; fencing; plant electrical system; standby generator; and fuel tank.
This work will occur in late winter 2024. Additionally, the low-pressure sewer collection system
is scheduled to bid in November 2023 and construction of the first 24 on-site grinder pump
connections in January 2024.
Fiscal Impact/Cost Benefit Analysis:
The Engineer's estimate is approximately $7,000,000.00 plus Washington State sales tax.
Funding for this work (and subsequent work) will come from a $20 million WA State legislative
appropriation received in September 2021. WA state received these funds through the American
Rescue Plan Act (ARPA), State and Local Fiscal Recovery Funds. The Board signed a contract
with the WA Dept. of Commerce for this funding in December 2022. No County match is
required, although the County is using its own ARPA money to cover ancillary project costs
including design, right of way, and project management.

The County has received additional funding through federal legislative appropriations (EPA
Community Grants) and from the WA Dept. of Ecology which, while not used for this current
work, will be adequate to complete construction of the Port Hadlock Wastewater project in the
Phase I "Core Area".
Recommendation:
Please approve and sign the Call for Bids which will allow Public Works to begin advertising.
Bid opening is scheduled for November 16, 2023.

Phase 2—Membrane Bioreactor Wastewater Treatment Plant for

Notice is hereby given that the Board of County Commissioners of Jefferson County, State of
Washington,will receive sealed bids until 9:30 a.m. on November 16, 2023 at the Office of the County
Commissioners, basement level of the Jefferson County Courthouse, 1820 Jefferson Street, P.O. Box
1220, Port Townsend,Washington, 98368, for construction of Phase 2—Membrane Bioreactor
Wastewater Treatment Plant for Port Hadlock UGA, County Project No.405-2114-0. Sealed bids will be
opened and read publicly at 10:00 a.m.,or shortly thereafter,on the same day in the Jefferson County
Commissioners Chambers, basement level of the Jefferson County Courthouse. Interested persons can
attend the bid opening.
Project Description:The Work of the project consists of the construction of a new max month 90,000 gpd
Membrane Bioreactor Wastewater Treatment Plant (MBR WWTP) as follows:
• Connect into existing two (2)6-inch influent pressure sewer pipelines and one(1)existing 10-inch
effluent sewer piping to termination points within the MBR WWTP site.
• Construct WWTP site which includes: driveway; concrete sidewalk; stormwater piping and
infiltration swales; site piping; site lighting; and fencing.
• Install odor control biofilter system and associate ancillary equipment.
• Construct and install equipment pad for two (2) 15 CY dewater bins with an ancillary polymer
system.
• Construct influent equalization tank, pumping station, and aeration system, and purchase and
install a coarse screen at the headworks of the influent equalization tank.
• Construct an approximate 1,200 SF metal building to house chemical, plant water pump station
and standpipe, and electrical equipment.
• Install drain pump station and associated valves, piping and metering vaults.
• Construct an approximate 2,500 SF MBR canopy building for the membrane bioreactor treatment
system furnished by Ovivo and ancillary equipment. Construct crane lift and support structure
within the MBR canopy building.
• Install owner provided MBR skids.
• Construct approximate 1,800 SF administration building with associated building mechanical and
electrical.
• Provide plant electrical system including power supply and distribution, standby generator and
fuel tank, duct banks, site lighting, instrumentation.
• Coordinate start-up and all testing with Ovivo, Owner's membrane suppler, Owner's on-site
grinder pump sewer contractor and Owner's SCADA and integration company; and other work,
all in accordance with the attached Contract Plans, these Contract Provisions, and the Standard
Specifications.
Engineer's Estimate: $7,000,000.00 plus WSST.
Bid Documents: Bids must be submitted in accordance with the plans and specifications in the bid
documents. All bid documents including bid forms, plans, specifications, addenda, and plan holders list,
are available on the Builders Exchange of Washington website www.bxwa.com. Click"Posted Projects",

Non-Mandatory Pre-Bid Site Walkthrough: Contractors may attend a pre-bid site walkthrough prior to
submitting a bid for this project. Pre-bid walk throughs will occur at 236 Lopeman Road, Port Hadlock,
WA 98339 on the following dates/times:
Tuesday October 31, 2023 at 10:00 a.m.
Thursday November 2, 2023 at 1:00 p.m.
Bid Bond: Each bid shall be accompanied by a surety bond, postal money order,or certified check
payable to the Treasurer of Jefferson County in the sum of five (5%) percent of the bid amount,to be
forfeited to Jefferson County by the successful bidder if he/she fails to enter into a contract and file an
acceptable surety bond in the amount of 100%of the contract price within ten (10) days of the award.
The Board of County Commissioners reserves the right to reject any and all bids, and to accept the bid
deemed most advantageous to Jefferson County, and to waive all informalities in the bidding.
License: All contractors must be licensed in the State of Washington to conduct business.
