BOARD OF COUNTY COMMISSIONERS
AGENDA REQUEST
TO: Board of County Commissioners
Mark McCauley, County Administrator
FROM: Sophie DeGroot, Noxious Weed Coordinator
DATE: October 9, 2023
SUBJECT: ADVISORY BOARD APPOINTMENT re: Noxious Weed Control Board; Four (4) Year
Term to Expire October 9, 2027; District No. 5 Representative, Dr. Thomas Backman
STATEMENT OF ISSUE:
The Noxious Weed Control Board consists of 5 seats—each representative of the 5 Weed Districts of
Jefferson County. Currently, Districts 4 and 5 are vacant and seeking Board Members. Filling Board seats
with qualified and engaged community members means better representation of Jefferson County
residents.
ANALYSIS:
Brinnon resident Dr. Thomas Backman has applied to be the Weed Board Representative for District 5. He
cultivates his land to be productive for both vegetables and forestry practices. His background is very
relevant to work with the Weed Board as he formerly worked as the Weed Coordinator for Kitsap County
and has experience teaching about bio control measures. His primary work has been in marine botany and
fisheries research. Dr. Backman has a lot of relevant experience to bring to the Board.
FISCAL IMPACT:
With increased Board representation, the Weed Board can continue to make informed and thoughtful
decisions.
RECOMMENDATION:
I recommend that the Board of County Commissioners appoints Dr. Thomas Backman to the Noxious Weed
Control Board as the Representative for Weed District 5 for a 4-year term.
