HomeMy WebLinkAboutM062618CSC1820 Jefferson Street PO Box 1220 Port Townsend, WA 98368 Dennis Cowan, Member Ken Przygocki, Member Robert Gebo, Chairman Steve Richmond, Chief Examiner CIVIL SERVICE COMMISSION MEETING MINUTES June 26, 2018 Chairman Bob Gebo called the meeting to order at 2:02 p.m. in the presence of Commissioner Dennis Cowan, Commissioner Ken Przygocki and Chief Examiner Steve Richmond. Jail Superintendent, David Fortino was also in attendance. APPROVAL OF MINUTES: Chairman Bob Gebo moved to approve the minutes of May 29, 2018 as presented. Commissioner Przygocki seconded the motion. The motion carried. OLD BUSINESS REVIEW OF CORRESPONDENCE re: Corrections Entry Level Eligibility List (Accepted) o Email from Corrections Sergeant Jennifer Cochran updating status of Candidates o Phone call after Interviews from Jail Superintendent, David Fortino UPDATE re: Julie Shannon, Commission Secretary, reported four (4) Candidates tested, only one Candidate got a passing score. Jail Superintendent, David Fortino spoke to the issue of the one candidate that passed the examination is not promotable until after his probation. His request is for the Board's consideration to lower the required score to allow additional candidates on the list. The Board relayed ideas for candidates to have study group in preparation so potentially there are more passing scores. Jail Superintendent, David Fortino requested in future test that the Board would use Correctional Law Reporter & Correctional Managers Reporter. The Board agreed to consider the suggested material in the writing of the next examination. All were in agreement to hold the required score at 75% or higher. UPDATE re: Julie Shannon, Commission Secretary, reported five (5) Application in the Control Room Operator position were submitted, four Candidates tested, one Candidate passed the exam. Jail Superintendent, David Fortino gave an update on interviewing of the one candidate. It was a very successful interview, the interview board feels very positive about this candidate and will move forward through the background check process. This will exhaust the list, the Board will discuss testing to create a new list at a future meeting. NEW BUSINESS INTERVIEWS re: Commissioner Vacancy: The following were interviewed for the position of Commissioner: Mr. Dan Taylor and Mr. Ken Przygocki. An Executive Session was scheduled from 3:00 p.m. to 3:15 p.m. with the Civil Service Commission and Secretary Shannon re: Personnel; Exemption as Outlined in the Open Public Meetings Act, RCW 42.30.110(1)(g); No discussion of Salaries, Wages, and Other Conditions of Employment to be Generally Applied within the County; and, No Final Action on the Hiring, Setting the Salary of an Individual Employee or Class of Employees, or Discharging or Disciplining an Employee. The actual period of time the Board met in Executive Session on this topic was 3:07 p.m. to 3:43 p.m. At the conclusion of the Executive Session the Board resumed the regular meeting. APPOINTMENT re: Civil Service Commissioner: Chairman Gebo moved to reappoint Ken Przygocki as Commissioner. Commissioner Cowan seconded the motion which carried by a unanimous vote. NOTICE OF ADJOURNMENT: Commissioner Cowan moved to adjourn the meeting at 3:45 p.m. Chairman Gebo seconded the motion. The motion carried. NEXT MEETING: July 31, 2018 or a Special Meeting if properly noticed pursuant to RCW 42.30.080.
