Upper Hoh Road MP 8 Bank Stabilization x
IT IS HEREBY RESOLVED that Upper Hoh Road, County Road No. 914207, from M.P. 7.9 to
M.P. 8.2, be improved as follows:
Address significant infrastructure vulnerability due to ongoing river bank erosion at Upper Hoh
Road milepost 7.9 to 8.2. Implement Hoh River bank stabilization measures to protect the sole
vehicular access to the Hoh Rain Forest of Olympic National Park.
This project is hereby declared to be a public necessity and the County Road Engineer is hereby ordered
and authorized to report and proceed thereon as by law provided.
IT IS FURTHER RESOLVED that an appropriation from the officially adopted road fund budget and
based on the County Engineer's estimate is hereby made in the amounts and for the purposes shown:

This project is included in the officially adopted annual road program as Item No.
X The project is hereby made a part of the officially adopted annual road program in accordance
with R.C.W. 36.81.130.
IT IS FURTHER RESOLVED that:
The construction is to be accomplished by contract in accordance with R.C.W. 36.77.020 et. seq.
The construction is to be accomplished by County forces in accordance with R.C.W. 36.77.065
and W.A.C. 136.18.
X Western Federal Lands will design and manage this project and be responsible for contracting
and payments.

Subject: Resolution to Create County Project
Upper Hoh Road MP 8 Bank Stabilization
County Road No. 914207
Statement of Issue: Create a County project known as Upper Hoh Road MP 8 Bank
Stabilization.
Analysis/Strategic Goals/Pro's Et Con's: Public Works has obtained funding through
the Federal Lands Access Program (FLAP) for river bank stabilization in the vicinity of
milepost 8 on Upper Hoh Road. Along this segment of road, river bank erosion has
progressively shifted upstream and the road has washed out and been repaired at five
locations since 2004. Additional road washouts are anticipated if no preventative
action is taken. Western Federal Lands will perform the design, construction, and
management of this project.
Fiscal Impact/Cost Benefit Analysis: The total estimated project cost is $5,071,379,
which includes $4,993,379 from the FLAP program and toll credits, and $78,000 from
the County Road Fund.
Recommendation: Public Works recommends that the Board adopt this resolution
thereby creating a County project known as the Upper Hoh Road MP 8 Bank
Stabilization.
