Jefferson County has determined that it is the appropriate SEPA lead agency for the proposals. Adoption of any Comprehensive Plan or UDC amendment on the 2023 docket is a non-project action under SEPA, Chapter 43.21C RCW. Site-Specific Comprehensive Plan Amendment Proposals: 1. ZON2021-0013; Miles Sand & Gravel, addition of 200-ac Mineral Resource Land Overlay contiguous with current extraction operation, Wahl Lake extraction area in the vicinity of 1500 Wahl Lake Road, Parcels 701011001, 701021002, 701121001, 701111001. 2. ZON2023-00004; Jamie and Alicia Gifford-Yep, rezone 17-acre RR20 to RR5, Rhody Dr and Anderson Lake Rd, Parcel 901101005. 3. ZON2023-00006; Midori Farm and M&J Investments, rezone 14.5-ac RR5 to Agriculture, 294152 Hwy 101, Quilcene, Parcels 702133022, 702133029 Unified Development Code Proposed Amendments: 4. Planning Commission: Housing. Develop regulations using performance standards for single- parcel planned rural residential developments. Develop congregate housing regulations. These proposals may be carried forward to the 2024 amendment cycle and combined with other housing amendment proposals. 5. Community Development: UDC Housekeeping Omnibus Amendments. 12 total amendments. Enact existing Comprehensive Policies by establishing Highway Visual Corridor Overlay to codify existing policies on a portion SR20, rescind Forest Transition Overlay; clarify building development process during UGA sewer implementation, temporary use permit for RV residence during residential construction, repeals density exemption at JCC 18.30.040(4), multiple updates for consistency and to correct scrivener errors. GMA Notice: This document serves as the 60-day notice of intent to amend the Jefferson County Comprehensive Plan and the Unified Development Code and is being circulated per WAC 365-195-620 to State agencies on the list provided by the Washington State Office of Community Development of agency representatives responsible for reviewing proposed amendments to comprehensive plans and implementing regulations. Adoption of Existing Environmental Documents and Notice of Availability including SEPA Addendum: The document also serves as a final determination of non-significance (DNS), notice of adoption of existing environmental documents, and notice of availability of a formal SEPA Addendum, pursuant to SEPA rules (Chapter 197-11 WAC). After review of the docket and existing environmental documents, the SEPA Responsible Official at the Department of Community Development (DCD) has determined that existing environmental documents, augmented by the integrated SEPA Addendum, provide adequate environmental review to satisfy the requirements of WAC 197-11-600 with regard to consideration of the three site-specific amendment proposals on the 2023 Docket and two UDC amendment proposals. A Staff Report, offering recommended action on these Comprehensive Plan and UDC amendments, has been integrated with a SEPA Addendum per WAC 197-11-235. In accordance with WAC 197-11-630, there is no new SEPA-specific public comment period in conjunction with this Comprehensive Plan/UDC amendment package. However, DCD and the Planning Commission are accepting general comments on the merits of these suggested amendments as detailed below. The following existing environmental documents are being adopted: • Draft and Final Environmental Impact Statements (DEIS/FEIS) and addenda prepared in anticipation of adoption of the Comprehensive Plan in 1998. The DEIS and FEIS are dated February 24, 1997 and May 27, 1998, respectively, and examined the potential cumulative environmental impacts of adopting alternative versions of the Comprehensive Plan. • 2004 Comprehensive Plan Amendment Docket Department of Community Development Integrated Staff Report and SEPA Addendum issued September 22, 2004. • 2018 Determination of Significance, Notice of Adoption, and SEPA Addendum to 1998 Draft and Final Jefferson County Comprehensive Plan Environmental Impact Statements and subsequent Supplemental EISs and Addenda Other relevant documents have been incorporated by reference in the combined Staff Report and SEPA Addendum. Planning Commission Public Hearing: NOTICE IS HEREBY GIVEN that the Jefferson County Planning Commission will hold a public hearing to take oral and written comments on the three (3) site-specific Comprehensive Plan amendment proposals and two (2) Unified Development Code amendment proposals. The public hearing for these amendments will occur on Wednesday, November 1, 2023, beginning at 5:30 PM at the Tri-Area Community Center, 10 West Valley Road, Chimacum, Washington 98325. This will be a hybrid meeting with telephone or on-line options. The public is invited to attend in-person, with a limit of up to 50 percent of the venue' s capacity pursuant to Resolution 24-22. Any written comments on these suggested amendments submitted after the close of the public hearing will be forwarded to the Board of County Commissioners (BoCC) for consideration in its legislative decision. The BoCC has the discretion to hold a public hearing before acting on the final docket and UDC amendments. (Formal notice would appear in the newspaper of record at a later date.)
