When discussing with WSDOT the traffic / road issues at the Hood Canal Bridge, please note that HCB openings are not regulated by the Coast Guard.
In fact, this is spelled out in detail in the US Code of Federal Regulations at CFR 117.1045 <https://www.law.cornell.edu/cfr/text/33/117.1045>
So, any changes would have to be initiated by our members of Congress. The most recent change (2012) was to limit the openings in afternoons during tourist season.
