Counties for Career Success – Career Readiness Cohort and Resources - Annie Qing
* Counties for Career Success (C4CS) is an initiative that recognizes the role of counties in streamlining career pathways that promote lifelong success among those experiencing barriers
to education and employment. The inaugural 8-county cohort, representing a regionally and demographically diverse set of communities, have each identified three local leaders to participate
in peer learning, representing post-secondary education, workforce development and human services organizations. Lessons from this cohort will be used to develop resources and best

GOVERNMENT AFFAIRS
Update on the amended Waters of the U.S. Rule – Sarah Gimont
* On August 29, the U.S. Environmental Protection Agency (EPA) and the U.S. Army Corps of Engineers (Army Corps) issued a final rule amending the 2023 definition of “Waters of the
U.S.†(WOTUS) to conform with the U.S. Supreme Court’s (SCOTUS) decision in Sackett v. EPA. The amendments made by the EPA and the Army Corps (the agencies) remove elements of the
definition that are invalid under the Sackett decision, including the significant nexus test and the definition of ‘adjacent.’ NACo staff will provide an update on the amendments
made by the agencies and the future of WOTUS.
Broadband Deployment and Cable Franchising Issues for Counties – Seamus Dowdall
* On October 10th, NACo joined the National League of Cities and the U.S. Conference of Mayors in meeting with FCC Commissioners Anna Gomez and Geoffrey Starks to discuss local government
matters before the Commission related to cable franchising authority, local permitting and zoning authority, wireless facility placements and local input, and other FCC initiatives
including the All-In Pricing docket and the Digital Discrimination docket. NACo staff will provide an update on the outcome of these meetings and discuss the priorities NACo staff is
elevating to the Federal Communications Commission on broadband and cable franchising issues.
Muni Bond Update: Bank Qualified Debt – Paige Mellerio
* Counties support the ability to issue debt on a tax-exempt basis to finance critical infrastructure project
* Counties who issue $10 million or less in bonds per calendar year are able to bypass the traditional underwriting process and sell “bank qualified†bonds at a tax-exempt basis
directly to local banks
* NACo staff will provide an update on efforts to raise this small issuer threshold to $30 million and a legislative outlook for other muni bond related county priorities
