Chair Kolff called the September 21,2023 meeting of the Jefferson County Board of Health to order at 2:33 p.m. A
quorum was present.
Members Present: Chair Kees Kolff,Members Greg Brotherton, Heidi Eisenhour,Amanda Grace and Grey Schad.
Staff Present: Staff Members Dr. Allison Berry,Michael Dawson,Alisa Hasbrouck,Apple Martine,Pinky Mingo.
PUBLIC COMMENT
Chair Kolff called for public comment.
The following is a summary of comments made by individuals in attendance(virtually and in person)at the meeting
and reflect their personal opinions:
• Commenter spoke about studies indicating the benefits of not taking COVID vaccines.
• Commenter expressed gratitude to Dr. Berry for providing accurate health information.
Staff member Dr. Berry replied, speaking about the reasons for promoting vaccines.
APPROVAL OF AGENDA
Chair Kolff called for a motion to accept the agenda for September 21,2023.
In the absence of Member Dean,the agenda was amended to strike the State Board of Health Update.
MOTION: Member Eisenhour moved to approve the agenda as amended; Member Grace seconded the motion,
which carried by a unanimous vote.

APPROVAL OF MINUTES
Chair Kolff requested a motion to approve the minutes for the August 17, 2023 meeting.
MOTION: Member Brotherton moved to approve the minutes; Member Eisenhour seconded the motion,which
carried by a unanimous vote.
OLD BUSINESS AND INFORMATIONAL ITEMS
1. Jefferson County Public Health(JCPH)Report
Staff Member Martine presented JCPH's quarterly Highlights Reel,which describes events,programs and activities
currently involving Public Health.
2. Jefferson Healthcare Report
Chair Kolff led a moment of silence for those affected by natural and man-made disasters around the world.
Chair Kolff described the status of the expansion of the hospital campus, including the imminent groundbreaking of
the project expected to take 18 months.
3. Infectious Diseases Update
Dr. Berry's report focused on the uptick in COVID cases locally,and advised the preventative measures of vaccines,
boosters and masking. Influenza is, so far,mild in the community.
NEW BUSINESS
1. Introduction of new Board of Health"Consumer of Public Health"Member
Staff member Apple Martine introduced the Board of Health's newest member, Grey Schad,who spoke briefly in
response.
2. Community Wildfire Prevention Planning
Member Eisenhour,Fire Chief Bret Black and Assistant Fire Chief Brian Tracer presented a slideshow on Jefferson
County's Community Wildfire Protection Plan, its goals and objectives, describing the many causes of wildfires and
plans to reduce threats to life and property, and called for public participation in on-going plan development activities.
NOTE: Chair Kolff, as announced at the start of the meeting, left the meeting at 3:48 p.m. Member Brotherton
took his place as Acting Chair for the remainder of the meeting.
FUTURE POTENTIAL AGENDA TOPICS
Staff member Martine encouraged board and staff members to submit suggestions for agenda topics.
ANNOUNCEMENTS
Member Grace stated her belief that the Behavioral Health Advisory Committee is seeking Board of Health assistance
in the selection of"Alternate"committee members(to fill in when committee members are unavailable to attend
meeting).
Member Grace asked for information about grants for home heating conversion. Member Brotherton identified
ORCAA(Olympic Region Clean Air Agency)as the source of grants to convert wood-burning heating to heat pumps.
AGENDA PLANNING CALENDAR
The Agenda Planning Meeting for the next Board meeting will be held on October 10, 2023 at 11:30 a.m.

The next Board of Health meeting will be held as a hybrid meeting on Thursday,October 19,2023 from 2:30 p.m.—
4:30 p.m.
ADJOURNMENT
Acting Chair Brotherton adjourned the September 21,2023 Jefferson County Board of Health meeting at 4:08
p.m. until the next Regular Meeting or Special Meeting as properly noticed.
