Commissioners Brotherton and Eisenhour, please pass this email on to your fellow commissioner regarding current Dabob Bay information as it is late, and you know the email address better
than myself. I am starting a vacation tomorrow and will return on October 23rd. I wanted to share the current and draft Dabob Bay TLT concept and the draft Dabob Bay Inter-Trust
land exchange concept with you. Upon my return to work on the 23rd, I will contact you regarding any questions and hear your thoughts and input regarding this draft proposal “A”, before
I start to contact any representatives of the taxing districts to explain the proposed project to them and to answer their questions.
In these two related transactions, should DNR obtain support for this concept A, or some alternative concept that might also work for all trust beneficiaries, DNR would present a preferred
Dabob Bay Inter-Trust Land Exchange proposal to the Board of Natural Resources, followed immediately after by a Dabob Bay Trust Land Transfer project. I am cautiously optimistic that
there will be adequate funds to transfer all of the current state trust parcels into the current approved Dabob Bay boundary (TLT Parcels A, B, C, D, E, F, G, H). This is a total of
786 acres valued at $10,095,227.
The precursor transaction, the Dabob Bay Inter-Trust Land Exchange, would involve a land exchange and a purchase between the Common School Trust lands located in eastern Jefferson County
and the State Forest Land Trust parcels which are located in the approved Dabob Bay boundary. If this land exchange is approved, the Jefferson County State Forest Trust ownership would
increase from 780 acres to 1,660 acres, with an overall property value of approximately $10,950,578. This Common School Trust land value is higher than the TLT State Forest Land Trust
value, and needs a balance to occur between the two trust beneficiaries. One way to do this, that I feel would be best scenario in concept A, would be for DNR to use $855,351 of the
appropriated $2.5 Million of legislative funds earmarked for acquiring replacement forest lands for Jefferson County. There would still be $1.7 Million in funds left for other purchases,
and acquiring productive forest lands in Jefferson County, to include Common School Trust lands, is what the funds are to be used for.
The first attached PDF is PowerPoint that explains the overall transaction processes and this Proposal A in better detail. The second attachment is a spreadsheet with the parcel values
and some other information tied to these parcels, which includes some info on school or fire districts. Please try to keep this shared information distributed as little as possible,
until such time as we can talk, as there is not much time available and I would rather spend it on creative solutions, versus getting overwhelmed with questions from many parties regarding
a draft concept.
