Big picture: Policing policy debates mirror and magnify challenges with other issues: Too often, discussion is dominated by the loudest and most partisan voices. Problems get worse because none of the proposed solutions satisfy either side. Why it matters: Beyond the basic job of getting policing right, departments across the country are struggling to fill their ranks as protests and knee-jerk policy responses have eroded morale. The result? What many current and former officials say is a staffing emergency that threatens public safety. Wait for solutions? Not necessary: Cities and counties have plenty of tools to balance public safety with modern, rights-respecting policing. Where do you turn for reliable information? What do you wish the public knew? These and other topics are part of Local Leaders 2023, a national survey of local government officials and staff from Better Cities Project and Pepperdine University's School of Public Policy. The survey will hit inboxes the first week of November. WHAT TO KNOW How long will it take to complete? About five minutes. There are four surveys, one each for city and county elected officials, and one each for city and county staff. Is it private? Yes. We'll produce a national report as well as breakdowns by city size and state. But no data will be reported at the individual city or county level. What do I get? Every participant will receive copies of the national report and their relevant regional report; depending on the data, we may also produce department-level findings. We'll also select four random participants for $100 Visa gift cards.   Parking... Maximums? A Potentially Flawed Idea <http://outreach.bcpprojects.org/index.php/campaigns/sw107jmvs90f3/track-url/hm894algms656/728996d2810ac03bb062d4499abf426d52e19662> For generations, most American cities required new businesses and homes to provide off-street parking according to seemingly arbitrary formulas. But while scores of cities have ditched these parking minimums, some have adopted an opposite approach, pursuing parking maximums. But does it work? Salim Furth, a senior research fellow and director of the Urbanity project at the Mercatus Center at George Mason University is skeptical. His suggestion? A more balanced urban diet rather than either extreme. From the write-up: Each business or builder knows its customers and context best; where parking-related problems persist, such as illegal parking, traffic congestion, or stormwater runoff from parking lots, cities should address those directly on a neighborhood basis.
