Case # ZON2021-00019   Applicant: Miles Sand & Gravel Location: Wahl Lake Extraction Area Proposal: Extend Mineral Resources Land Overlay (MRLO) from existing adjacent MRLO areas designating an additional 200 acres.   Complies with GMA Similar level of activity No Additional Traffic Impacts Conditional Use Permits to Address Wetlands, Stream, and Fish Barriers Recommendation: APPROVE 3 Adds two additional residential parcels. Does not directly encourage additional up-zoning. Requires shared driveway access to Anderson Lake Road. Level of Service not affected by additional density. No Issue with Critical Areas 4 Complies with GMA. Compatible with surrounding uses. Prevents loss of arable soil. Recommendation: APPROVE 5 Workforce housing, affordable housing, eco-friendly cluster housing Develop Congregate Housing Standards Review Farmworker Housing for Off-Site Accommodations Enhance the Planned Rural Residential Development (PRRD) code to clarify standards and increase incentives Rural Residential PRRD-style Overlay Districts with Performance Standards 4) Suggested Amendment: Planning Commission Housing Proposals Recommendation: Continue Work in 2024 and with Periodic Review 6 Define allowed density with performance standards rather than dwelling units/acre. Use Low Impact Development performance standards & site planning to address critical areas, reduce impacts, restoration plan. Administer as overlay zone & an opt-in program. Clarify what types of housing can currently be done pursuant to the UDC, through additional public information materials. Facilitate development of housing using Stock Plans to lower costs. Review ADU requirements within the UGA and in rural residential zones. Review LAMIRDs for infill capacity and public services availability. Additional Review of Water Service Areas and water availability. Integrate applicable legislative changes regarding housing into the Comprehensive Plan and UDC 10 Corrections Add clarity to areas needing formal interpretation Update Code References 4. Implement the Comprehensive Plan 5) Suggested Amendment: Community Development UDC Omnibus Housekeeping Amendments Recommendation: APPROVE Corrections examples Clarity examples, including Code Interpretations Keep it current both in terms of updating references to changing laws and regulations, but also current with changing societal needs and development patterns – example parking stall sizes for compact cars. 11 "Along SR 20 and other suitable roadways, preserve and protect the forest corridor, and to provide a visual buffer between the roadway and new commercial and manufacturing development", Exhibit 1-12 Summary of Overlay Land Use & Zoning Designations, p. 1-21. Other UDC Amendments Implementing Comprehensive Plan 14 1) Community Development and the Planning Commission recommend adoption of the three proposed site-specific amendments and the UDC Omnibus Housekeeping amendments. If the BoCC agrees with the Planning Commission and Community Development, the Board may make a motion to adopt the proposals, and instruct Community Development to draft an ordinance for final action at a future BoCC meeting. RECOMMENDATION 2) If the BoCC wishes to deny or modify a proposed amendment, then the BoCC must hold a public hearing on the amended Docket. The BoCC would instruct Community Development to schedule and prepare a hearing notice for the BoCC approval. 15
