An applicant must be a “covered entity” to receive CHIPS Incentives. For purposes of this NOFO, a “covered entity” means a nonprofit entity; a private-sector entity; a consortium of private-sector entities; or a consortium of nonprofit, public, and private-sector entities with a demonstrated ability to substantially finance, construct, expand, or modernize a facility relating to the fabrication, assembly, testing, advanced packaging, production, or research and development of semiconductors, materials used to manufacture semiconductors or semiconductor manufacturing equipment. * Deadline: The application process includes two primary phases. In the first phase, applicants will be asked to submit a concept plan describing how their proposed project addresses core program priorities. Concept plans will be accepted between December 1, 2023, and February 1, 2024. THE INFLATION REDUCTION ACT * IRA Guidebook for Tribes (Link <https://www.whitehouse.gov/cleanenergy/tribes/> ) * Description: The Inflation Reduction Act directs over $722 million specifically to Tribal and Indigenous communities. The guidebook provides an overview of Tribal specific clean energy, climate mitigation and resilience, and conservation-related tax incentives and investment programs in President Biden’s Inflation Reduction Act, including who is eligible to apply for funding and for what activities. * Energy Savings Hub Consumer Website (Link <https://urldefense.com/v3/__http:/Energy.gov/Save__;!!Bg5easoyC-OII2vlEqY8mTBrtW-N4OJKAQ!NzV9peIql0vKQ5Bly5igfzHd4yU__hgolfNoCTCMZVOPMC1qGsNN-b3UxZFQ_eAoi Ai0VYd_dpEkH0XYThqo7dzA-j9YWeL4KZV2oieCVHTO$> ) * Description: The U.S. Department of Energy (DOE) launched the Energy Savings Hub — an online one-stop shop for American families and consumers to access the savings tools that President Biden’s Investing in America agenda has made available to drastically cut energy costs. The new website puts President Biden’s clean energy tax credits and forthcoming rebates right at Americans’ fingertips, helping people take control of their energy costs and have cleaner and more efficient options as a consumer—whether they are looking to purchase an electric vehicle, update an appliance, or make their home safer and more comfortable. * NOAA Climate Program Office FY24 NIDIS Tribal Drought Resilience with Inflation Reduction Act Support (Link <https://cpo.noaa.gov/nidis-coping-with-drought-building-tribal-drought-resilience-with-s upport-from-the-inflation-reduction-act-ira/> ) * Description: Through this announcement, CPO is seeking applications for one competition in FY24. This competition will be focused on addressing current and future drought risk on tribal lands across the West to support decision making and build tribal drought resilience in a changing climate. This funding opportunity was made available through funds appropriated to the National Oceanic and Atmospheric Administration (NOAA) by the Inflation Reduction Act. In FY24, it is expected that approximately $2.0 million will be available for approximately 3-5 new awards of up to $700,000. * Who can apply? See link for additional information broken down by each grant. * Deadline: See link for additional information broken down by each grant. * Grid Resilience and Innovation Partnerships (GRIP) Program (Link <https://www.energy.gov/gdo/grid-resilience-and-innovation-partnerships-grip-program> ) * Description: As part of the Bipartisan Infrastructure Law, the Grid Deployment Office is administering a $10.5 billion Grid Resilience and Innovation Partnerships (GRIP) Program to enhance grid flexibility and improve the resilience of the power system against growing threats of extreme weather and climate change. See link for additional information broken down by each grant. * Deadline: See link for additional information broken down by each grant. * Investing in Clean Energy for Rural America (Link <https://www.rd.usda.gov/programs-services/energy-programs/rural-energy-america-program-renewable-energy-systems-energy-efficiency-improvement-guar anteed-loans/wa> ) * Description: The U.S. Department of Agriculture (USDA) will announce ~$1.45B in new Inflation Reduction Act funding for the REAP program, which is an existing program created in the 2002 Farm Bill. REAP provides guaranteed loan financing and grant funding to agricultural producers and rural small businesses for renewable energy systems or to make energy efficiency improvements. * Who can apply? Rural small businesses and agricultural producers. * Deadline: The program provides guaranteed loan financing and grant funding to agricultural producers and rural small businesses for renewable energy systems or to make energy efficiency improvements. Agricultural producers may also apply for new energy efficient equipment and new system loans for agricultural production and processing. * December 31, 2023 * March 31, 2024 * June 30, 2024 * September 30, 2024 * Reducing Embodied Greenhouse Gas Emissions for Construction Materials and Products (Link <https://www.epa.gov/greenerproducts/grant-program-reducing-embodied-greenhouse-gas-emissions-construction-m aterials-and> ) * Description: The goal of this grant program is to support businesses that manufacture construction materials and products to develop and verify Environmental Product Declarations (EPDs), and to states, Indian Tribes, and nonprofit organizations that will support such businesses. This program seeks to improve transparency and disclosure of embodied greenhouse gas (GHG) emissions data associated with construction materials and products to facilitate the procurement of lower embodied carbon construction materials and products throughout the United States. Under this program, EPA plans to award up to 40 grants, cooperative agreements, and/or pass-through cooperative agreements in fiscal year 2024. A pass-through entity is defined in the Code of Federal Regulations (2 CFR 200) as a non-Federal entity that provides a sub-award to a sub-recipient to carry out part of a federal program. EPA envisions funded projects to fall under five broad categories: * Robust Data for EPDs * Robust Product Category Rule (PCR) Standard Development, PCRs, and Associated Conformity Assessment Systems * Robust Tools & Resources to Support & Incentivize Development and Verification of EPDs * EPD Development and Verification * Robust EPD Data Platforms and Integration * Who can apply? Businesses that manufacture, remanufacture, and/or refurbish construction materials and products, and U.S. states and territories, Indian Tribes, and nonprofit organizations that will support such businesses. * Deadline: January 8, 2024. * Tribal Broadband Connectivity Program (TBCP) - 2nd Round of Funding (Link <https://broadbandusa.ntia.doc.gov/funding-programs/tribal-broadband-connectivity/round-two-notice-of-funding-opportunity> ) * Description: This second round of funding from the Tribal Broadband Connectivity Program will make approximately $980 million available on Native American, Alaska Native and Native Hawaiian lands for deployment of Internet infrastructure, affordability programs, telehealth and distance learning initiatives. * Who can apply? Eligible applicants are Indian tribes (as defined in 25 U.S.C. Section 5304 (e)) and organizations that represent Indian tribes through formal legal agreements. * Deadline: January 23, 2024 * NOAA Climate Resilience Readiness Challenge (Link <https://coast.noaa.gov/funding/ira/resilience-challenge/> ) * Description: Approximately $575 million is available for projects that build the resilience of coastal communities to extreme weather (e.g., hurricanes and storm surge) and other impacts of climate change, including sea level rise and drought. * Who can apply? Coastal states, territories, counties, cities, tribes, and tribal organizations; public or private nonprofit organizations; and institutions of higher education. * Deadline: For the letter of intent: Monday, August 21, 2023. Those theme areas are: * Ocean-based renewable energy. * Coastal and ocean carbon sequestration monitoring and accounting. * Hazard mitigation and coastal resilience. * Ecosystems services, including change detection, change analysis and change adaptation and mitigation. * Other ocean, coastal and Great Lakes-based climate resilience theme areas as determined by the applicant. * Who can apply? * Nonprofits having a 501(c)(3) status with the IRS, other than institutions of higher education. * County governments * Public and State controlled institutions of higher education * City or township governments * For profit organizations other than small businesses * Special district governments * Native American tribal governments (Federally recognized) * Private institutions of higher education * State governments * Native American tribal organizations (other than federally recognized tribal governments) * Deadline: The program is a two-phase competitive funding opportunity. Phase one, open for applications through September 11, 2023, will fund selected projects with up to $250,000 per project for accelerator program design. The second phase of the competition will invite all applicants selected in phase one to apply for funding of up to $10 million each to implement their program design. * Clean Heavy-Duty Vehicles (Link <https://www.epa.gov/inflation-reduction-act/clean-ports-program#technicalRFI> ) * Description: To provide funding to offset the costs of replacing heavy-duty Class 6 and 7 commercial vehicles with zero-emission vehicles; deploying infrastructure needed to charge, fuel, or maintain these zero-emission vehicles; and developing and training the necessary workforce. * Who can apply? (1) a state; (2) a municipality; (3) an Indian Tribe; (4) a nonprofit school transportation association. The Clean Air Act defines “state” to mean a state, the District of Columbia, the Commonwealth of Puerto Rico, the Virgin Islands, Guam, and American Samoa and includes the Commonwealth of the Northern Mariana Islands. The term “Indian tribe” means any Indian tribe, band, nation, or other organized group or community, including any Alaska Native village, that is Federally recognized as eligible for the special programs and services provided by the United States to Indians because of their status as Indians. * Deadline: To remain available until September 30, 2031. * Funding to Address Air Pollution at Schools (Link <https://sam.gov/fal/d02b031c1c094ccba41359e35b30525f/view> ) * Description: To provide funding for grants and other activities to monitor and reduce pollution and greenhouse gas emissions at schools in low-income and disadvantaged communities. To provide technical assistance to schools in low-income and disadvantaged communities to develop school air and environmental quality plans and to identify and mitigate ongoing air pollution hazards. * Who can apply? State, local, Tribal agencies, not for profit organizations and others for projects supporting schools in low-income and disadvantaged communities. The Clean Air Act defines “state” to mean a state, the District of Columbia, the Commonwealth of Puerto Rico, the Virgin Islands, Guam, and American Samoa and includes the Commonwealth of the Northern Mariana Islands. Awards made under this FOA will be funded, in whole or in part, with funds appropriated by Section 50152 of the Inflation Reduction Act of 2022 (IRA) – Grants to Facilitate the Siting of Interstate Electricity Transmission Lines. * Who can apply? County governments, City or township governments, Special district governments, State governments, and Native American tribal governments (Federally recognized) * Deadline: April 5, 2024 THE BIPARTISAN SAFER COMMUNITIES ACT * State and Local Cybersecurity Grant Program (Link <https://www.cisa.gov/state-and-local-cybersecurity-grant-program> ) * Description: Funding from the State and Local Cybersecurity Grant Program (SLCGP) and the forthcoming Tribal Cybersecurity Grant Program (TCGP) helps eligible entities address cybersecurity risks and threats to information systems owned or operated by—or on behalf of—SLT governments and Tribal governments. Through two distinct Notices of Funding Opportunity (NOFOs), SLCGP and TCGP combined will make available $1 billion over four years to support projects throughout the performance period of up to four years which established the State and Local Cybersecurity Grant Program, appropriating $1 billion to be awarded over four years, including $200 million in FY22 and $400 million in FY23. * Who can apply?
