Chair Kolff called the October 19,2023 meeting of the Jefferson County Board of Health to order at 2:30 p.m. A
quorum was present.
Members Present: Chair Kees Kolff,Members Greg Brotherton,Kate Dean,Heidi Eisenhour,Amanda Grace, Grey
Schad and Libby Wennstrom.
Staff Present: Staff Members Denise Banker, Dr. Allison Berry, Michael Dawson,Alisa Hasbrouck,Barb Jones,
Apple Martine and Pinky Mingo.
PUBLIC COMMENT
Chair Kolff called for public comment.
The following is a summary of comments made by individuals in attendance(virtually and in person)at the meeting
and reflect their personal opinions. There being no in-person comments,
• Dr.Berry responded to a written comment concerning the sexualization of children, and access to public
bathrooms for transgender individuals.
APPROVAL OF AGENDA
Chair Kolff called for a motion to accept the agenda for October 19,2023.
MOTION: Member Dean moved to approve the agenda; Member Eisenhour seconded the motion,which
carried by a unanimous vote.

APPROVAL OF MINUTES
Chair Kolff requested a motion to approve the minutes for the September 21,2023 meeting.
MOTION: Member Eisenhour moved to approve the minutes; Member Grace seconded the motion,which
carried by a unanimous vote.
OLD BUSINESS AND INFORMATIONAL ITEMS
1. Jefferson County Public Health(JCPH)Report
Staff Member Martine provided an update on attendance at the WSPHA Conference, and also JCPH employee
recruitment,programs and activities.
PUBLIC COMMENT(continued)
Chair Kolff reopened public comment as a member of the public arrived within the time allotted for public comment.
• Commenter: (a)described problems with the county website; (b)asked the Board to reconsider the time(s)for
public comment,and(c)took issue with children being vaccinated for COVID, and compared U.S.vs E.U.
recommendations.
Dr.Berry responded in regard to the child/vaccine issue.

2. Jefferson Healthcare Report
Chair Kolff described the status of the expansion of the hospital campus, and reported on a visit to the Jamestown
Healing Clinic in Sequim.
3. State Board of Health Update
Member Dean's report of the state BoH meeting encompassed new newborn screenings for rare hereditary conditions,
the possible lifting of the School Environmental Health Rule embargo,and draft rule changes in the state's septic code
and proposed a more in-depth discussion for the November meeting.
4. Infectious Diseases Update
Dr. Berry reported on current respiratory illnesses affecting the community,and described recommended prophylactic
measures.
NEW BUSINESS
1. Appointment of back up Representative from BoH for the Behavioral Health Advisory Committee(BHAC)
Anna McEnery described, in brief,the mission and workings of the BHAC and the need for a back-up representative
from the Board of Health.
Public Comment: there was none.
MOTION: Member Dean moved that the Board of Health appoint Grey(Schad)as the alternate to the
Behavioral Health Advisory Committee. Member Grace seconded the motion,which carried by a unanimous
vote.
2. Sea Level Rise and Public Health in Washington,a presentation
Dr. Ian Miller described the impacts of gradually rising sea levels,particularly in regard to the Puget Sound and
Olympic Peninsula areas, and projections for its likely acceleration over time. Discussion ensued.

3. Sexual Reproduction Health/School-based Health Clinic Report,a presentation
Dr. Melinda Bower described the services provided by JCPH's two public health clinics,particularly preventative I
care for all genders. Susan O'Brien followed with a description of JCPH's school-based health clinics. Denise
Banker provided insight into the numerous sources of funds required to support the clinics.

AGENDA PLANNING CALENDAR
The Agenda Planning Meeting for the next Board meeting will be held on November 7,2023 at 11:30 a.m.
The next Board of Health meeting will be held as a hybrid meeting on Thursday,November 16, 2023 from 2:30 p.m.
—4:30 p.m.
ADJOURNMENT
Chair Kolff adjourned the October 16,2023 Jefferson County Board of Health meeting at 4:33 p.m. until the
next Regular Meeting or Special Meeting as properly noticed.
