Function within the Territory of Jefferson County } RESOLUTION NO.
WHEREAS, Jefferson County, Washington, according to RCW 35.82.070(13),
may exercise its powers to authorize a Washington housing authority to function within its
boundaries as long as the legislative body adopts a resolution declaring that there is a need for the
authority to function in such territory, and
WHEREAS, in determining whether there is such a need, the Board has
considered whether there exists adequate safe and sanitary dwelling accommodations in Jefferson
County, available at reasonable cost for persons of low income and senior citizens, and
WHEREAS, the Board has considered the need to provide decent housing as an
alternative to housing with conditions that pose a danger to the health and safety of the
inhabitants, and
WHEREAS, the Housing Authority of Jefferson County (HAJC) was established
in 1970 to meet the need for safe, sanitary, and affordable housing in Jefferson County, and
WHEREAS, the HAJC entered into a contract with KCCHA in February 2001
for special expertise related to the self -help homeownership program. The contract provides for
the possibility that HAJC and KCCHA may enter into additional contracts for specialized
services related to developing and owning affordable rental housing, or for future
homeownership projects. At the present time, the existing contract expires when either party
gives 90 days notice, and
WHEREAS, it is found (1) that unsanitary or unsafe inhabited dwelling
accommodations exist in the Jefferson County; (2) that there is a shortage of safe or sanitary
dwelling accommodations in Jefferson County available to persons of low income and senior
citizens with rents or mortgages they can afford; (3) that there is a shortage of safe or sanitary
dwellings, apartments, mobile home parks, or other living accommodations available for low -
income persons and to senior citizens in Jefferson County; and (4) that from time to time, and
under contract(s) with HAJC, KCCHA and other housing authorities, including Bremerton
Housing Authority, may be asked to provide specialized consulting assistance, partnership
arrangements, training, or other activities to meet housing needs in the Jefferson County.
NOW, THEREFORE, BE IT RESOLVED by the Board of County
Commissioners of Jefferson County, Washington, that:
1. There is a need for the Kitsap County Consolidated Housing Authority to function within the
territory of the Jefferson County.
2. The Kitsap County Consolidated Housing Authority is requested to assist in the provision
of decent, safe and sanitary housing for persons of low income and senior citizens by
operating and managing a self -help housing program, arranging for or providing loans and
grants to persons of low income to assist in the acquisition of housing, and such other
activities or programs as may be requested by the HAJC.
3. The scope of services and reimbursement arrangement will be determined by negotiations
between HAJC and KCCHA on a project by project basis.

4. All actions not inconsistent with the provisions of this resolution are hereby and in all
respects ratified, approved and confirmed.
This resolution shall be in full force and effect from and after its adoption.

SUBJECT: Authorization for Kitsap County Consolidated Housing to Operate within
Jefferson County
STATEMENT OF ISSUE:
The Kitsap County Consolidated Housing Authority, hereinafter referred to as KCCHA, requested express authorization
to build affordable housing in Jefferson County by resolution adopted by the Board of County Commissioners,
hereinafter referred to as ( "the Board ") as provided for in RCW 35.82.070(13). Said RCW states that a Washington
housing authority may exercise its powers within the boundaries of any city, town, or county not included in the area in
which such housing authority is originally authorized to function as long as the legislative body of such city, town, or
county, as the case may be, adopts a resolution declaring that there is a need for the authority to function in such
territory. Upon determination that there is a need for affordable housing as documented by the recently completed
Housing Needs Assessment and after a review of the proposed KCCHA resolution by the Housing Authority of
Jefferson County (HAJC), county staff submitted this reformatted resolution for consideration. Both parties, KCCHA
and HAJC, diligently worked together to complete and agree upon the wording of the attached resolution, which is
attached hereto.
ANALYSIS /STRATEGIC GOALS/PROs and CONs:
One of the findings of the Housing Needs Assessment is that the residents within the County are interested in seeing a
variety of housing types, partnerships between organizations to create housing and opportunities for home ownership as
well as rentals for the low, very low, and moderate income residents of the county. A benefit of this ordinance is that it
fulfills the stated wishes of the county's residents as documented by the Housing Needs Assessment survey and
Advisory Group study. Initial concerns about a large, well- funded housing authority preventing the growth of its
smaller neighbor, HAJC, have been resolved through the attached agreement. Staff, therefore, see no cons in the
resolution as currently formatted and given the agreement between parties evidenced by communication among staff,
the Chairperson of the Housing Authority of Jefferson County, Kathy McKenna, and the Kitsap Consolidated Housing
Authority's designated representative, Dave Finley, who serves as their single family housing manager.
FISCAL IMPACT /COST - BENEFIT ANALYSIS:
It is anticipated that partnerships such as this one, will enable the county to fulfill its responsibility to the citizenry by
providing sanitary and safe housing. By allowing housing professionals, with expertise in building, renting and
operating to operate within the county, it is envisioned that county resources will be sufficiently leveraged so as to
increase the production of affordable housing within the county.

RECOMMENDATION:
Because the resolution has already been reviewed by KCCHA and HAJC, the principal parities of interest, for all intent
and purposes, this resolution formalizes existing KCCHA operations. It is therefore not anticipated that there will be a
need for a public hearing.
