STATE OF W ASIDNGTON County of Jefferson In the Matter of Declaration of Emergency } } RESOLUTION NO. 72-06 WHEREAS, The County Director of Emergency Management reported that beginning Novernber 3,2006 heavy precipitation in Jefferson County resulted in high runoff on local rivers and streams, and, WHEREAS, The Jefferson County Department of Public Works determined that the runoff and subsequent related weather events resulted in substantial erosion darnage to roads and culverts in Jefferson County, and, WHEREAS, persons and property are, or may be, damaged unless further efforts are taken to reduce the threat to life and property; and, WHEREAS, there is an ernergency which necessitates activation of the Jefferson County Comprehensive Emergency Management Plan, and rnay require utilization of ernergency powers granted pursuant to RCW 38.52.180 in order to effectively respond to the emergency needs of the community; and, WHEREAS, since adoption of a declaration of emergency by Resolution 71-06 (November 13, 2006) additional damage to public property was discovered in several locations in Jefferson County resulting from the same November 3, 2006 storm; NOW, THEREFORE, BE IT RESOLVED, that the Board of Jefferson County Commissioners hereby declare that a state of emergency still exists. The additional storm darnage in other parts of Jefferson County, not specifically addressed in the November 13,2006 resolution, is included herein. The County Director of Emergency Management is hereby directed to activate those portions of the Jefferson County Comprehensive Emergency Managernent Plan as are reasonable and necessary to combat the effects of the emergency. The County Department of Public Works is authorized to enter into contracts and incur obligations necessary to combat this emergency to protect the health and safety of persons and property, and provide emergency assistance to victirns of disaster. The County Department of Public Works is authorized to exercise these emergency powers in the light of the exigencies of an emergency situation without regard to tirne consurning procedures and formalities prescribed by law, with the exception of mandatory constitutional requirements. 20th day of November, 20~
