RESOLUTION NO, 73-06
WHEREAS, heavy rain beginning on November 5, 2006 and the resulting flooding of
various tributary streams to the Hoh River, including Tower Creek, caused damage to the Tower Creek Bridge
on the Upper Hoh Road; and,
and,
WHEREAS, the high flows of the Hoh River caused damage to the Upper Hoh Road at milepost 4.0;
WHEREAS, heavy rain also caused a further erosion of the high bluff adjacent to milepost 3.9 on
South Discovery Road causing the roadway to be narrowed to less than two lane width, and
WHEREAS, the Board has declared a state of emergency related to said storm damage; and,
WHEREAS, the necessary work to restore the road and its appurtenances shall cause interruption
and unavoidable delays to traffic; and,
WHEREAS, potential hazard exists to the motoring public and the workers; and,
WHEREAS, Chapter 47.48 R,C.W. authorized closure of roads;
IT IS HEREBY RESOLVED that said Upper Hoh Road be restricted to one lane for all traffic at
milepost 4,0 and on the Tower Creek Bridge until such time that the County Engineer detennines that it is safe
to re-open both lanes for traffic; and,

IT IS FURTHER RESOLVED that said Upper Hoh Road from milepost 0.00 to 12.0 be closed to all traffic,
except local traffic and emergency vehicles, and that such closures are effective until all stonn damage has been
repaired and restored to provide safe conditions as detennined by the County Engineer; and
IT IS FURTHER RESOLVED that said South Discovery Road be restricted to one lane for all traffic from
milepost 3.4 to 4,0 as may be necessary until such time that the roadway be fully restored and that the County
Engineer detennines it is safe to re-open both lanes of traffic,
