OPMA Requirements met? Yes. Call to Order Vern Bessey called the meeting to order at 3:03 pm. Public Comment None Agenda adopted (1:05) (1:38) Moved by Bob, seconded by Marianne, and carried all in favor: to adopt the agenda with the edit of moving New Business #2: Volunteer Appreciation Event Planning to Subcommittee Report. Minutes approved (1:54) (2:06) Moved by Marianne, seconded by Jake, and carried all in favor: to accept meeting minutes from June 1, 2023 with no changes. OPEN FORUM FOR BOARD MEMBERS (2:37) Vern shared Jefferson County Parks highlights featured in the local newspapers. (6:00) Greg provided an update on the Courthouse Pickleball Court noise complaints. (8:45) Marianne announced she is leaving at 3:30. Her absence would mean the meeting would no longer have a quorum, so the board prioritized agenda items. SUBCOMMITTEE REPORTS (9:33) Volunteer Event Marianne provided a report on the Volunteer Event. Chimacum Park – No Report NEW BUSINESS (13:56) Initiative to Promote Volunteerism – a discussion by Vern Postponed to December meeting Debrief and Summary of May 19, 2023 Parks Tour Postponed to December meeting Quilcene Skate Park – Next Steps (14:37) Greg provided an update on the Skate Park location, funding, and contractor planning. OLD BUSINESS (16:42) Quilcene ‘Kiosk’ Public Art Display Greg Brotherton shared a presentation with the Board “Quilcene Discovery Walk” by County Me In for Quilcene; Supported by American Association of Retired Persons (AARP) (20:51) Discussion: Board’s concern – cost of maintenance and risk of vandalism (23:40) Moved by Vern, seconded by Bob, and carried all in favor: to approve the kiosk display at Quilcene Community Park that’s proposed by County Me In for Quilcene. WDFW Chimacum Creek Beach/Irondale Beach Park coordination status report Postponed to December meeting RCO Grant Application Overview 2023 & 2024 Postponed to December meeting 2024/2025 Budget Review (25:10) Matt presented information on the new budget proposals: Campground Host Stipend and Half Time Rec Employee.
