Four photos were taken as indicated in the attached site plan. The site contains a bluff approximately twenty feet in height. The bluff consists of fine sand and other material. The upland portion of the lot is relatively flat near the bluff and slopes slightly upward going further away from the bluff. Utilities have been placed for a mobile home. Clearing has been conducted. Some material has recently been placed over the bluff. The Washington Coastal Zone Atlas indicated an area of instability, with recent slides, along the bluff; the upland is mapped as stable. The applicants reasons for the variance should be considered against indications of bluff instability and the possibility of other possible locations for the placement of the home on the lot. Any setback closer than the minimum should be approved by a soils engineer.
