ANALYSIS: The amended resolution has been reviewed by the PAO. FISCAL IMPACT: There is no fiscal impact. RECOMMENDATION: Approve the Resolution, which will repeal and replace Resolutions No. 45-99,No. 11-00,No. 17-01 and No. 93-03 in order to revise the membership of the Jefferson County Marine Resources Committee, as shown in Exhibit A. Repealing and Replacing Resolution No. 45-99, } Resolution No. 11-00, Resolution No. 17-01, } And Resolution No. 93-03 } WHEREAS, the Jefferson County Board of County Commissioners recognizes that the marine waters of Jefferson County represent an unparalleled resource of enormous environmental and economic value to the people of the region now and for future generations; and WHEREAS, the Jefferson County Board of County Commissioners established the Jefferson County Marine Resources Committee by Resolution No. 45-99 on June 7, 1999; and WHEREAS,the membership of the Jefferson County Marine Resources Committee was last amended by Resolution No. 93-03 on December 22, 2003; and WHEREAS,the Jefferson County Marine Resources Committee seeks to update the membership of the committee; NOW THEREFORE, BE IT RESOLVED that the Board of County Commissioners hereby repeals and replaces Resolutions No. 45-99,No. 11-00,No. 17-01 and No. 93-03 in order to revise the membership of the Jefferson County Marine Resources Committee as shown in Exhibit A(attached). SEAL: JEFFERSON COUNTY BOARD OF COUNTY COMMISSIONERS Greg Brotherton, Chair ATTEST: Heidi Eisenhour, Member Carolyn Gallaway, Clerk of the Board Kate Dean, Member 1 of 2 Exhibit A to Resolution No. Membership of the Marine Resource Committee: There shall be thirteen(13) voting members and three (3) nonvoting members of the Jefferson County MRC, appointed by the Board of County Commissioners,to ensure that the membership of the committee is balanced and representative. The voting members shall be: • One member representing Commercial Interests • One member representing Environmental or Conservation Interests • One member representing Recreation Interests • One member representing Marine Science Practitioners, Educators or Researchers • One member representing Tribes • One member representing City of Port Townsend • Six members representing Citizens (2 representatives from each Commissioner District) • One member representing Local Youth(starting age of 15-21 years old) The nonvoting members shall be: • One member of the Board of County Commissioners • One member representing the U.S. Navy • One member representing Port of Port Townsend The Local Youth representative shall serve up to a four-year term. All other members shall serve staggered, four-year terms. The MRC chair shall be selected by a majority of the MRC membership. MRC members shall also select a representative to the Northwest Straits Commission by a majority vote. 2 of 2
