Here are a couple of ideas for consideration to cut costs on an Aquatic Center for Jefferson County:

Year-Round Pool Enclosures, Pool Buildings - Sprung <https://www.sprung.com/structures/community/pool-enclosures/>
Please also consider other locations near or around central Jefferson County to benefit the majority, instead of a select group of about 212 swimmers in PT.
