RE: Legal Notice for January 8,2024 Public Hearing on SMP Periodic Review
STATEMENT OF ISSUE:
Jefferson County is in the final stages of completing a Periodic Review of our Shoreline Master
Program(SMP), as required by the Shoreline Management Act(SMA) statute and administrative
rules. On December 11, 2023,the Board held a briefing regarding the Planning Commission
recommendations for amending the SMP and opted to hold a public hearing on the proposal.
Department of Community Development(DCD) staff has coordinated with the Clerk of the
Board to recommend scheduling the hearing for Monday, January 8, 2024, at 10:30 AM. A draft
legal notice is attached to this agenda request.. The notice would be published in the paper of
record, The Port Townsend&Jefferson County Leader, with sufficient lead time.
ANALYSIS:
The Board approved a motion to schedule a public hearing on proposed SMP amendments prior
to adopting amendments by ordinance and submitting the local government decision to the
Washington Department of Ecology, a required by the SMA. Staff anticipates scheduling time for
Board deliberation on Tuesday, January 16, following the January 8 hearing.
FISCAL IMPACT:
There are budgeted funds for publication of the legal notice and staff time and consultant services
associated with the public hearing.
RECOMMENDATION:
Approve the legal notice for a public hearing on January 8, 2024.

NOTICE OF PUBLIC HEARING
Jefferson County Shoreline Master Program Periodic Review
NOTICE IS HEREBY GIVEN that a public hearing is scheduled by the Jefferson County Board of
Commissioners for MONDAY.January 8, 2024 at 10.30 a,m. in the Commissioners' Chambers,
County Courthouse, 1820 Jefferson Street, Port Townsend, WA 98368 (HYBRID). Notice of said
hearing is to be published in the official newspaper of Jefferson County.
This hearing pertains to amendment of development regulations as a result of Periodic Review of the
county's Shoreline Master Program(SMP)under RCW 90.58.080(4). The Jefferson County Planning
Commission has reached a recommendation for a set of SMP amendments presented by Department of
Community Development(DCD) staff and consultants. The SMP amendments are designed to keep the
SMP current with changes in state law, other county plans and regulations, and other local
circumstances. Proposed amendments to the Jefferson County SMP, and consistency amendments in
other portions of Title 18 of the Jefferson County Code(JCC), are available for review at the Project
