Analysis/Strategic Goals/Pro's&Con's: This work includes installation of welded high-density polyethylene (HDPE) pressure sewer pipe and appurtenance; demolition, grading, hot mix asphalt, cement concrete sidewalks, curbs, and gutters;traffic control and all other work to complete the low- pressure sewer collection system for the Port Hadlock Urban Growth Area (UGA).This work will begin in late winter/early spring of 2024. Fiscal Impact/Cost Benefit Analysis: The Engineer's estimate is a range from $6.4 million to $6.9 million plus Washington State sales tax. Funding will come from a $20 million State legislative appropriation received in September 2021. WA State received these funds through the American Rescue Plan Act (ARPA), State and Local Fiscal Recovery Funds. The Board signed a contract with the WA Dept. of Commerce for this funding in December 2022. In addition to the Commerce monies,the project work will be funded through the Ecology State Revolving Fund (SRF) Loans and Centennial Grant. The funding for the Ecology Agreement is divided as follows: State Revolving Fund (SRF) Loans total $4,790,397.00, which are divided into a 0.4% loan ($1,667,000.00) and a forgivable loan ($3,123,397.00) and the Centennial Grant total is$1,876,603.00. County staff is working with Dept. of Ecology staff to finalize the Agreement and is scheduled to present the Ecology Agreement before the Board mid-January 2024. No County match is required, although the County is using its own ARPA money to cover ancillary project costs including design, right of way, and project management. The County has received additional funding through federal legislative appropriations(EPA Community Grants),which will be adequate to cover additional construction phases within the Port Hadlock Wastewater project Phase I "Core Area". Recommendation: The Board is asked to approve and sign the Call for Bids and return to Public Works. The Engineer's Estimate range for this work is between $ 6,400,000.00 to$6,900,000.00 plus WSST. Bid Documents: Bids must be submitted in accordance with the plans and specifications in the bid documents.
