Dear Commissioners: First, let me say that I am a Jefferson County resident who just wants a high-quality, smoothly functioning sheriff's office. During the last campaign for sheriff, Joe Nole promised to get accreditation for the JCSO. He also stated that he saw no reason to do a strategic plan for the JCSO. However, to get accreditation, a strategic plan needs to be completed. It has now been almost a year that Sheriff Nole has been in office. A strategic plan should have been completed by now considering that the JCSO Strategic Plan approved by the BOAC in 2021 or 2022 only needed to be updated with input from the BOAC. Also, the accreditation process should be nearly complete. Please tell me the current status of the strategic plan and accreditation for JCSO. I am a former strategic planner and led a committee that updated a 3-year strategic plan for the U.S. Bankruptcy Court in the early 1990s. After discussing strategic planning with the previous sheriff, Dave Stanko, and at his request, I provided him with a critique of the JCSO's final draft strategic plan. Immediately after Joe was elected sheriff, I informed him that I would be willing to volunteer to help the JCSO in updating the existing strategic plan but never received a response. By the way, in January I applied for membership in the JCSO Citizens Advisory Committee (CAC) with the recommendation of Commissioner Brotherton. After about 3 weeks of getting no feedback, I sent 2 emails over the next couple of months asking for the status of my application. Finally, on April 3, Joe emailed me and said, "We are in the process of updating the CAC by-laws and are not accepting applications at this time. I hope to have an answer on the status of your application after the May meeting." I replied and told him that when I served as chairman of the CAC for the Los Angeles County Transportation Commission in 1977 I also chaired its bylaws committee and would be an asset to the JCSO in completing its bylaws. Well, I have never received the answer on the status of my application that he promised. It is well known that Joe has a problem with completing tasks and with follow-up, going back for over 10 years. Has the JCSO CAC been functioning this year? If not, why not?
