Vice- Chairman Margaret Taylor was absent. APPROVAL OF MINUTES Chairman Gillette moved to approve the meeting minutes of March 14, 2023. Member Raab seconded the motion which carried by a unanimous vote. DETERMINATIONS Per Open Public Meetings Act, as Outlined in RCW 42.30.140(2) the Board of Equalization met in CLOSED SESSION. The Board began CLOSED SESSION deliberations at 10:03 a.m. At the conclusion of the deliberations the Board resumed the regular meeting at 11:00 a.m. and the following actions were taken. After reviewing all the information submitted, the Board concurred that the appellant did not present clear, cogent, and convincing evidence necessary to overcome the presumptive correctness of the Assessor. Chairman Gillette moved to sustain the Assessor's valuation of$604,820 ($292,500 for the land and $312,320 for the improvements). Member Raab seconded the motion which carried by a unanimous vote. After reviewing all the information submitted, the Board concurred that the appellant did not present clear, cogent, and convincing evidence necessary to overcome the presumptive correctness of the Assessor. Chairman Gillette moved to sustain the Assessor's valuation of$397,448 ($130,000 for the land and $267,448 for the improvements). Member Raab seconded the motion which carried by a unanimous vote. (See also minutes of March 9, 2023) Board of Equalization Meeting Minutes—March 14, 2023 Page: 2 Stephanie Burns BOE: 22-04-R PN: 941 100 014 310 Saddle Drive Port Townsend, WA. 98368 The Board of Equalization held a hearing on March 9, 2023. The law requires that the Board of Equalization presume the Assessor's valuation to be correct unless the appellant presents clear, cogent and convincing evidence to the contrary. After thoughtful consideration the Board finds that the Appellant presented evidence the property assessment has risen 245% since purchased in 2017. The Assessor's Representative noted that while the abrupt rise in the assessment may seem unreasonable, the market value of the property was fairly established by recent sales data. The current assessment reflects an increase of only 57% since it's purchase on 2017. The Assessor's Representative suggested an adjusted valuation of$725,000. Chairman Gillette moved to overrule the Assessor's original valuation and accepts the Assessor's suggested Valuation of$725,000 ($150,000 for the land and $575,000 for the improvements). Member Raab seconded the motion which carried by a unanimous vote. (See also minutes of March 9, 2023) ADJOURNMENT Chair Gillette adjourned the meeting at 11:02 a.m. until the next regular meeting or special meeting as properly noticed.
