HomeMy WebLinkAboutBOE M053023 MEETING MINUTES May 30, 2023 Daryl Gillette Chairman Margaret Taylor Vice-Chairman Pete Raab Member Chairman Daryl Gillette called the meeting to order at 10:02 a.m. in the presence of Vice-Chairman Margaret Taylor. Member Pete Raab joined later in the meeting. APPROVAL OF MINUTES Chairman Gillette moved to approve of the Regular Meeting Minutes of May 25, 2023, Vice-Chair Taylor seconded the motion which carried by a unanimous vote. DETERMINATIONS Per Open Public Meetings Act, as Outlined in RCW 42.30.140(2) the Board of Equalization met in CLOSED SESSION. The Board began CLOSED SESSION deliberations at 10:03 a.m. At the conclusion of the deliberations the Board resumed the regular meeting at 10:25 a.m. and the following actions were taken. Allison J. The Appellants assert that the fair market value is less due to the very poor condition of the house. The primary heating system does not work, floors have rotted and walls have had to be replaced due to black mold. The Appellants submitted information from four sales with prices of$232,000 - $290,000. After receiving the appeal, Assessor contacted the Appellants and physically inspected the interior of the mobile home. The Assessor reduced the valuation of the improvements by 40% for the water damage, rotting and heating issues. Chairman Gillette moved to sustain the Assessor's revised valuation for January 1, 2022 is $212,027 ($107,500 for the land and $104,527 for the improvements). Vice-Chair Taylor seconded the motion, Member Raab opposed. After thoughtful consideration the Board finds that the Appellant did present the clear, cogent, and convincing evidence necessary to overcome the presumptive correctness of the full value originally established by the Assessor. Chairman Gillette moved to sustain the Assessor's valuation of$674,275 ($320,000 for the land and $354,275 for the improvements). Member Raab carried by a unanimous vote. (See also minutes of May 25, 2023) Chair Gillette adjourned the meeting at 10:29 a.m. until the next regular meeting or special meeting as properly noticed.
