RE: Request Board of County Commissioners Approval: Increase 2024 Public
Infrastructure Fund Project Funding by $176,000 from $809,000 to $985,000
and Public Infrastructure Board 2024 Project Funding Recommendations
STATEMENT OF ISSUE: The Board of County Commissioners earlier in 2023 approved the issuance
of a Public Infrastructure Fund(PIF)Request for Proposals(RFP) in an amount not to exceed$809,000.
The county received five proposals in response to the RFP. One proposal was subsequently withdrawn
because it was fully funded using another source of funds.
The four remaining projects were:
• Glen Cove infrastructure—sewer,roads,etc. -$250,000
• Sims Gateway—community outreach, additional landscaping, cost increases-$300,000
• Jefferson County International Airport—design,engineering and permitting-business park-
$350,000
• Hadlock Sewer—annual loan payments-$85,000
Total funding requested: $985,000
Shortfall: $176,000
Since the RFP was issued staff has reevaluated available funding and has determined the county can
safely fund all four projects. This information was provided to the PIF Board during their December 14,
2023 meeting. Subsequently, a motion was approved to recommend that the Board of County
Commissioners increase 2024 PIF funding by$176,000 and approve full funding for all four project
proposals. The motion passed unanimously.
ANALYSIS: The Board of County Commissioners are now asked to consider increasing the amount of
funding available by$176,000 and approve the four remaining project proposals.
FISCAL IMIPACT: This request has no fiscal impact. However, its approval will lead to four grant
agreements totaling$985,000 to be paid from the Public Infrastructure Fund,Fund 306.
RECOMMENDATION: That the Board of County Commissioners approve the PIF Board
recommendation to increase funding by$176,000,approve all four project proposals and direct staff to
bring forward grant agreements for their approval.
