RESOLUTION NO.
42-07
WHEREAS, agreement No. 06-2288A was approved by the Board of County
Commissioners on March 12,2007 which established receipt of$139,051 from the
Interagency Committee for Outdoor Recreation/Salmon Recovery Funding Board (or
"IAC/SRFB") for land or easement acquisitions, restoration, and associated costs; and,
authorization to proceed with specific Floodplain/Salmon Recovery Acquisitions using
Title III funds was granted by the Board of County Commissioners on March 21,2007,
WHEREAS, the Board of County Commissioners, by signing the agreement No.
06-2288A, allocated $24,539 in matching Secure Rural Schools Title III funds to
purchase Phase II properties and,
WHEREAS, while it is the Board of County Commissioners that have the
authority to bind the County in any contract or purchase where County funds will be
exchanged for items of value such as real or personal property, they are also empowered
to grant to their employees, agents or representatives authority to execute (sign) closing
documents that might be required by third-parties (such as title companies) in order to
implement and complete such contracts or purchases.
NOW, THEREFORE BE IT RESOL VED, by the Board of County Commissioners
of Jefferson County that they hereby grant County employee Tami Pokorny the authority
to execute all closing documents that might be required by third parties in order to
undertake and complete the project identified above as approved for Secure Rural
Schools Title III and IAC/SRFB funding for the duration ofthe grant agreement.

SUBJECT: Agenda Item - Authorization to sign regarding purchases using
IACjSRFB and Secure Rural Schools Title III funding for Dosewallips
Floodplain Acquisition Project Phase II (IACjSRFB #06-2288A).
STATEMENT OF ISSUE:
Jefferson County Public Health, Developmental Disabilities Division, is requesting Board approval of the
Agency Agreement - with DSHS
ANALYSIS/STRATEGIC GOALS/PRO'S and CON'S:
The County Commission is asked to adopt a Resolution on May 21, 2007, that would allow Ms. Pokorny to
sign attheclosing any documents that the closing agent (First American Title or Jefferson Title) might
require. This Resolution would provide continuous authorization to Ms. Pokorny to act on the County's
behalf at any closing where the County is using IAC/SRFB grant and/or Secure Rural Schools Title III money
to purchase real property for the Dosewallips Floodplain Acquisition Project Phase II IAC/SRFB #06-2288A.
FISCAL IMPACT/COST BENEFIT ANALYSIS:
This Resolution allows the County to proceed with these purchases in a timely manner.
RECOMMENDATION:
Permit the Chair and Members of Jefferson Board of County Commissioners to sign the Resolution.
