HomeMy WebLinkAbout54-23 STATE OF WASHINGTON County of Jefferson A Resolution Adopting a Fee Schedule for the Department of Public Health, Environmental RESOLUTION NO. 54-23 Health Division (Adopted Jointly by the Board of County Commissioners and the Board of Public Health) WHEREAS, Jefferson County Board of Health is authorized by RCW 70.05.060(7) and RCW 70.46.120 to establish and charge fees for issuing or renewing licenses, permits, or for such other services as are authorized by law;and WHEREAS, JCC 8.00.010(6) authorizes Jefferson County Board of Health to establish fee schedules for issuing and renewing licenses and permits, or for such other services as are authorized by the law and rules of the State Board of Health;and WHEREAS, JCC 3.80.040 directs county departments to evaluate fee schedules periodically for consistency with applicable laws, regulations and fee policies adopted by the Board of County Commissioners(BoCC);and WHEREAS, service cost recovery cannot be obtained at this time by increasing fees by only the amount of change in CPI published in October 2023 (3.56%)due to wage and step increases, as shown in the table below. Date Wage Increase Fee Increase January 1,2020 Wage increase 9%(paid 1.49%(CPI increase) retroactively in January 2021) January 1,2021 1.5%(CPI increase) January 1,2022 Dropped pay grade steps I 5%(CPI increase) and 2;employees advanced one extra pay grade step(a 2.5% increase) January 1,2023 5%(CPI increase) August 1,2023 Wage increase 4% January 1,2024 Wage increase 3%;additional Proposed 6.01% 0.5%added between pay grade steps (CPI 3.56%+2.45%_ 6.01%) TOTAL 19% 19% WHEREAS, the department's ability to continue its mission to protect the health of all Jefferson County residents by promoting safe, healthy communities and environments is dependent upon service cost recovery;and WHEREAS,the department seeks out alternative funding sources, including foundational public health service funding; however, those funding sources are allocated to specific programs and cannot be used to cover permitting-related expenses; and WHEREAS, comparison of fees in adjacent counties shows that the 2023 fees are generally similar(Appendix A); and WHEREAS, the department must consider the principles of efficiency, transparency, effectiveness, clarity,equity,and consideration of service needs when setting fees;and WHEREAS, each year the CPI index is published in October, which results in insufficient time to obtain BOH approval for fee adjustments and to issue permits for food service establishments and solid waste facilities prior to their expiration on January 31"of each year. THEREFORE, be it RESOLVED,that the Jefferson County Board of Health and the BoCC does authorize and approve the following fees. Fees shall be effective January 1,2024,and until further notice, as follows and as specified on the attached fee schedule: 1. Environmental Health fees shall be increased by 6.01% (see Appendix B). The 2024 Fee Schedules shown in Appendix B are hereby adopted. 2. The expiration date of existing food service establishment and solid waste facility permits shall be extended from January 31, 2024 to February 28, 2024, at no added fee to permit holders; and 3. The expiration date for food service establishment and solid waste facility permits shall be set to February 28th of each year going forward.
