Chair Kolff called the November 16, 2023 meeting of the Jefferson County Board of Health to order at 2:32 p.m. A
quorum was present.
Members Present: Chair Kees Kolff, Members Greg Brotherton, Kate Dean, Heidi Eisenhour,Amanda Grace, Grey
Schad and Libby Wennstrom.
Staff Present: Staff Members Denise Banker, Dr. Allison Berry, Michael Dawson,Alisa Hasbrouck, Barb Jones,
Apple Martine and Pinky Mingo.
PUBLIC COMMENT
Chair Kolff called for public comment.
There was none.
APPROVAL OF AGENDA
Chair Kolff called for a motion to accept the agenda for November 17, 2023.
Chair Kolff stated that Member Schad(not yet present)had requested the addition of a discussion concerning
"potential revamping or reinitiating our efforts to do some good on-boarding for new board members." Chair Kolff
stated that the requested discussion could be added to the agenda as New Business#3.
MOTION: Member Eisenhour moved to approve the agenda"with the addition of the item #3 talking about
Board of Health orientation." Member Grace seconded the motion,which carried by a unanimous vote.

APPROVAL OF MINUTES
Chair Kolff requested a motion to approve the minutes for the October 19, 2023 meeting.
MOTION: Member Dean moved to approve the minutes; Member Eisenhour seconded the motion,which
carried by a unanimous vote.
OLD BUSINESS AND INFORMATIONAL ITEMS
1. Jefferson County Public Health (JCPH)Report
Staff Member Martine reported on the memorial ceremony for Chris Goy, held immediately preceding the meeting.
On the subject of recruitment, she mentioned that Public Health is now"highly staffed."
She also announced the Joint Special Meeting of the Jefferson County Board of Health with the Board of County
Commissioners for a public hearing and possible action concerning proposed new Environmental Health Fees;to take
place on November 27, 2023 at 10:30 a.m.
2. Jefferson Healthcare Report
Chair Kolff described the status of the expansion of the hospital campus, including the imminently to be released
public bond offering.
3. State Board of Health Update
Member Dean's report of the state BoH meeting encompassed the study of septage capacity(now in the governor's
budget), possible lifting of the School Environmental Health Rule embargo, and developments concerning climate
resilience.
4. Infectious Diseases Update
Dr. Berry reported on current respiratory illnesses affecting the community, and described recommended prophylactic
measures. She addressed conflict as a public health emergency, not only from violence but also from a subsequent
rise in infectious diseases.
NEW BUSINESS
1. Septage Capacity,taking the Next Step
Staff member Mingo's presentation described systems for disposing of sewage,wastewater, waste solids and FOG
(fats, oil and grease). Further, she discussed current capacity limitations and potential solutions
2. Behavioral Health and Climate Change
Dr. Kira Mauseth provided a presentation on living through a disaster,and best practices for behavioral health
resilience. Discussion ensued.
3. Onboarding of New Board Members
Member Schad suggested reconstituting a committee to prepare for on-boarding of new members. A committee was
formed including Members Brotherton, Kolff, Schad and the Clerk of the Board.
Also, discussion included a brief consideration of recruitment of a tribal member to the Board.

No discussion.

AGENDA PLANNING CALENDAR
The Board will next meet for the Joint Special Meeting of the Jefferson County Board of Health with the Board of
County Commissioners on November 27,2023 at 10:30 a.m.
The Agenda PlanningMeetingfor the next regular meetingof the Board will be held on December g 12,2023 at 11:30
a.m.
The next regular Board of Health meeting will be held as a hybrid meeting on Thursday,December 21,2023 from
2:30 p.m.—4:30 p.m.
ADJOURNMENT
Chair Kolff adjourned the November 16,2023 Jefferson County Board of Health meeting at 4:28 p.m.until the
next Regular Meeting or Special Meeting as properly noticed.
