Board of Health Chair Kolff called the November 27,2023 special meeting of the Jefferson County Board of Health
to order at 10:33 a.m. A quorum was present.
Board of Health Members Present: Chair Kees Kolff, Members Greg Brotherton, Kate Dean, Heidi Eisenhour,
Amanda Grace and Libby Wennstrom.
Staff Present: Staff Members Apple Martine, Pinky Mingo and Veronica Shaw.
NEW BUSINESS
1. HEARING and POTENTIAL ACTION re: Environmental Health Fee Changes
Chief Civil Deputy Prosecuting Attorney Philip C. Hunsucker provided a presentation concerning JC 3.80.020 and
proposed fee changes.
Environmental Health and Water Quality Director Pinky Feria Mingo spoke about proposed changes to the
Environmental Health fee schedule.
BoCC Chair Brotherton called for public testimony:
• BoH Member Grace commented that the increased environmental fees make sense in order to keep pace with
inflation.
BoH Chair Kolff called for deliberation: there was none.
MOTION: Member Dean moved to approve ORDINANCE NO. 06-1127-23 re: Relating to the Jefferson County
Environmental Public Health Fees and Fee schedules,Repealing Ordinance No. 10-1215-22: Adopting a New
Section 8.02.010 of the Jefferson County Code,Amending Section 8.65.090 of the Jefferson County Code,and
Deleting Sections 1-010; 1-020; and 1-040 from Appendix Fee Schedules. Member Brotherton seconded the
motion. Following deliberation,the motion passed by a unanimous vote of the publicly-elected Board of Health
members.

MOTION: Member Eisenhour moved to approve RESOLUTION NO. 54-23 re: Adopting a Fee Schedule for the
Department of Public Health,Environmental Health Division. Member Dean seconded the motion. There
being no discussion,the motion passed by a unanimous vote of the publicly-elected Board of Health members.
ADJOURNMENT
Chair Kolff adjourned the November 27,2023 Special Meeting of the Jefferson County Board of Health at
10:55 a.m. until the next Regular Meeting or Special Meeting as properly noticed.
AGENDA PLANNING CALENDAR
The Agenda Planning Meeting for the next regular meeting of the Board will be held on December 12,2023 at 11:30
a.m.
The next regular Board of Health meeting will be held as a hybrid meeting on Thursday, December 21,2023 from
2:30 p.m.—4:30 p.m.
