Butler, AICP, Chief Strategy Officer DATE: January 3, 2024 SUBJECT: Outreach proposal for regulations governing rentals for less than 30 days STATEMENT OF ISSUE: On December 20, 2023, the Chief Strategy Officer (CSO) prepared an agenda request for the Planning Commission’s consideration which includes, among other things, a proposed outreach program. At that meeting, the Planning Commission identified an issue with and an alternative to the proposed outreach proposal, as more fully set forth below. Table 1: Outreach Ideas Discussion Point 1 – Number of Meetings 1) Planning Commissioners expressed concern about additional meetings – At the December 20, 2023 meeting, Commissioners shared that there’s already several additional meetings that supplement the scheduled regular meeting, which include the retreat, followed by a meeting with the Board of County Commissioners on Saturday, January 20, 2024 Discussion Point 2 – Condensing meetings 2) Commissioner Ahren Stroming suggested having multiple evening meetings in one week, as opposed to holding one extra meeting each week during January. Outreach Proposal Revised from December 20, 2023 To begin the process, the CSO no longer proposes convening meetings within each of the three commissioner districts during the month of January 2024 but instead during the month of February. The goal of these meetings it to learn what concerns community members may have that live in each of the three districts prior to drafting an ordinance for the Planning Commission’s review. This approach enables the CSO, and the Commissioners of that district to understand any local variation in how the ordinance should be crafted. This approach borrows from the geographical approach used by San Juan Island County, whose ordinance includes maximum number of rentals (caps) based on geography. At each of these meetings, the CSO will request that at least one of the Commissioners for that district attend. To reduce the workload and burden on staff, the CSO would publicly notice these meeting but request that only one or more those Commissioners of that district to attend. This avoids triggering the additional responsibilities and work associated with meetings convened in accordance with the open public meetings 2 act. The Commissioners in attendance would be able to report out to the Planning Commission at their regular meeting. Current Proposal Approve additional meetings during the 1st two weeks of February selecting three dates. The CSO recommends consideration of Thursday, February 8, 2024; Monday, February 12, 2024, and Tuesday, February 13, 2024 RECOMMENDATION: Consider the outreach proposal and confirm that the above referenced dates meet your expectations, and recommend which district meetings should occur on the aforementioned dates.
