Peterson, Associate Planner DATE: January 8,2024 RE: Reconvening the Growth Management Steering Committee (GMSC) STATEMENT OF ISSUE: Between the passage of the Growth Management Act(GMA) in 1990-1991 and adoption of the county's first post-GMA Comprehensive Plan in 1998, Jefferson County and the City of Port Townsend established a joint Growth Management Steering Committee (GMSC)to, among other objectives, recommend adoption of Countywide Planning Policies (CPPs) and allocate population as projected by the Office of Financial Management(OFM), thereby setting 20-year growth targets for both the county and city. Variations of the GMSC have performed similar duties during GMA-mandated Periodic Updates since then. See the attached Chronology for a list of related county and city resolutions over time. The county and city are both required by GMA to complete Periodic Update steps by June 30, 2025. Reconvening (or establishing an updated version of) the GMSC would assist in that process, as one of the first tasks is to choose among OFM population estimates and then allocate that population for planning purposes. ANALYSIS: The Board could adopt a resolution that establishes the GMSC and sets the parameters by which that committee operates and advises the Board (and the Port Townsend City Council)with respect to amending CPPs and setting growth targets. Following Board direction, Department of Community Development(DCD) staff will arrange for a proposed resolution to be brought before the Board for action at a future meeting. There are choices to make with respect to membership, participation, and process. The initial joint GMSC comprised representatives from Jefferson County and the City of Port Townsend. The Port of Port Townsend was added in 1999. Later, representatives of the Port Hadlock Urban Growth Area(UGA) were added. At the last meeting of the Intergovernmental Collaborative Group (ICG), the Public Utility District(No. 1) of Jefferson County(PUD) expressed interest in participating. New statute per the enactment of House Bill (HB) 1717 requires that tribes be invited to participate when counties consider amendments to CPPs. (See the attached HB 1717 factsheet provided by the Washington State Department of Commerce.) 1 FISCAL IMPACT: There are budgeted funds for staff time and—to a degree—consultant services associated with this process. RECOMMENDATION: Review options. Direct staff to draft a resolution that reflects choices regarding.GMSC membership, participation, and process.
