It’s a supplemental year which means lawmakers have 60 days to pass legislation and adopt a supplemental budget. 60 days is not a lot of time in the legislative world, and things will move fast and furiously over the next two months. The Year of the Budget Since the end of the 2023 session a lot has changed – namely transportation project cost estimates have skyrocketed. Transportation budget leaders will be primarily focused on budgets, and how to pay for projects in the 2022 Move Ahead Washington transportation package and the 2015 Connecting Washington package. Additionally, the Washington State Department of Transportation recently announced substantial cost increases <https://t.e2ma.net/click/tmrakl/lghk51mb/9uwwcuc> to their fish passage barrier removal program that the Legislature allocated close to $4 billion to in 2022. WSDOT has adjusted their assumptions and is asking for an additional $4 billion. The Hunt for Dollars These massive increases in costs mean legislators have a daunting task before them – how to pay for these increases. Will they levy new taxes and fees, scour and raid existing budgets, or scrap projects? None of these solutions are ideal and at the County Road Administration Board we are concerned for our programs. Using our program dollars will not even get them close to closing their budget gaps, but you can be sure they are looking at any, and all, options. We will be advocating as strongly as we can that swiping preservation dollars is not the way to solve their budget problems. Road Safety, Carbon Fees and Where to Spend It In addition to budgets, the Legislature will undoubtedly leave time to consider new policies, and revisions to old. Road safety will continue to be a focus, as traffic collisions and fatalities are on the rise <https://t.e2ma.net/click/tmrakl/lghk51mb/pnxwcuc> . There will also likely be continued scrutiny by some, and fine-tuning by others, to the Washington State Climate Commitment Act (CCA). The CCA was adopted in 2021 and tasked the Department of Ecology with designing and implementing a cap-and-invest program to reduce statewide green-house-gas (GHG) emissions. This program works by setting a limit, or cap, on overall carbon emissions in the state and requires the state’s largest GHG producers to obtain allowances equal to their covered greenhouse gas emissions. These allowances can be obtained through quarterly auctions hosted by Ecology, or bought and sold on a secondary market (just like stocks and bonds). In its first year the CCA brought in significantly more revenue than expected <https://t.e2ma.net/click/tmrakl/lghk51mb/5fywcuc> , close to $2 billion. The Legislature will likely be debating how to spend these extra dollars, and whether the cost overruns on projects and fish passage barrier removal should be eligible. How YOU Can be of Help Over the Next 60 Days Advocacy Our agency is your best bet for maintenance and preservation funding, so make it a priority on your legislative agenda. SHOWCASE recent projects and TOUT your preservation and maintenance projects through ribbon cuttings, press releases, and your legislative agendas. We need your advocacy! Our success is your success. Strategic Asks Don’t just ask for money from decision-makers, be strategic about HOW you get it and WHERE it comes from. The bottom line: you get more/effective/ flexible/innovative dollars from the state if they come through CRAB. Be sure to include us in your asks. Solution Focus We know the county transportation system has funding holes; when there is a problem, talk about it with the legislature! Highlight the state's HISTORIC DISINVESTMENT of the county road system in your talking points and legislative agenda. Use anecdotes and real world examples and come to those meetings and conversations with a solution in mind. Teamwork Teamwork makes the dream work.
