GOVERNMENT AFFAIRS
Update on FY 2024 Negotiations, Budget Caps and Sequestration – Paige Mellerio, Associate Legislative Director
* As Congress works to finalize FY 2024 appropriations, they must be sure to keep in mind the discretionary spending caps established by the Fiscal Responsibility Act (FRA), the bipartisan
debt ceiling deal enacted in June 2023
* The FRA also includes provisions that would trigger spending reductions, and potentially sequestration, unless certain conditions are met by January 1, 2024 and April 30, 2024 respectively.
As such, in late December 2023, the Office of Management and Budget (OMB) released a memo to federal agencies related to FY 2024 discretionary spending limits and sequestration
* NACo staff will provide an overview of the situation at hand and what it could mean for counties
Overview of EPA’s Proposed Lead and Copper Rule Improvements (LCRI) - Sarah Gimont, Associate Legislative Director
* On November 30, the U.S. Environmental Protection Agency (EPA) announced its proposed Lead and Copper Rule Improvements (LCRI). The proposed rule makes changes to the underlying National
Primary Drinking Water Regulation (NPDWR) for lead and copper, including:
* Requiring water systems to replace all lead service lines within the next 10 years
* Lowering the lead action level from 15 micrograms per liter to 10 micrograms per liter
* Requiring water systems to regularly update their lead service line inventories
* Requiring water systems to collect first liter and fifth liter samples at sites with lead service lines and use the higher of the two samples when determining whether they are in
compliance
* Requiring water systems with multiple lead action level exceedances to conduct additional outreach and provide filters to consumers
* Comments on the proposed LCRI are due Monday, February 5
* NACo staff will provide an overview of the proposed LCRI

Overview of NACo's 2024 Public Campaigns – Nicole Weissman, Director of Strategic Communications
* NACo has a handful of public campaigns planned for this year, including:
* National County Government Month, which runs throughout the month of April. This year’s theme is ForwardTogether. Materials are now available online, including templates, social media
graphics, event ideas, and more
* Mental Health Awareness Month, which runs throughout the month of May. Once again this year, NACo’s Commission on Mental Health and Wellbeing will plan activations for members, with
further details expected soon
* Operation Green Light for Veterans, which will take place Novermber 4 - 11, 2024. Operation Green Light is a movement to ensure veterans in our communities feel seen and heard, with
counties lighting up buildings and landmarks in green
NACo Achievement Awards – Nicole Weissman, Director of Strategic Communications
* Applications are open for NACo’s Achievement Awards now through March 30, 2024.
* The Achievement Awards program is a non-competitive awards program recognizing innovative county government programs in 18 categories covering a wide spectrum of county responsibilities.
One outstanding program from each category will be selected as the “Best of Category.”
* Award-winning county programs can be featured in local media, in County News, and at NACo’s annual conference.
