Peters,AICP, Community Development Director DATE: January 22,2024 RE: Shoreline Master Program (SMP) deliberations STATEMENT OF ISSUE: The Board held a public hearing on January 8 and a workshop on January 16 in association with the consideration of proposed amendments to the Jefferson County Shoreline Master Program (SMP) as part of required Periodic Review. Next steps in the process are these deliberations, supported by staff and consultants, on January 22, followed by consideration of an ordinance to locally adopt SMP amendment, tentatively scheduled for February 12. The January 8 public hearing remains open. ANALYSIS: This process has been underway since 2020. The Board has policy choices to consider with respect to the Planning Commission recommendation and public input. Direction from the Board will assist staff in drafting an ordinance for amending the SMP. Staff will arrange for appropriate notification of a proposed ordinance in order to solicit public comment prior to Board action on February 12 (or alternate date). FISCAL IMPACT: There are budgeted funds for staff time and—to a degree—consultant services associated with this process. RECOMMENDATION: Deliberate.
