It is quite disturbing that apparently information is being withheld form the public, if in fact true, and so far I have not been able to refute what Jean has shared publicly, this is not a good thing! I have tried to link the 2 documents I refer to in this article but that effort failed so please hold tight for that while I sweet talk my computer into giving up the info. These 2 documents are in PDF form and I cannot get them to attach so I have to screenshot every page and post them here. If anyone can teach me a better way, please help me! No, this aquatic center issue is not dead, that is the problem. Here is where we are right now: In considering if Jefferson County residents should decide whether to build a fancy new aquatic center or not, one of the questions I have is: Can we repair the old pool? Isn’t that the most fundamental question and shouldn’t we have that answer in order to decide what we want to do and how we want to do it? This question has never been publicly answered, but we found some studies which tell a story that should be understood by voters when they are trying to decide for themselves what is the right thing for our county. Because that is exactly what we are going to be asked to do unless the County Commissioners do not put a stop to this charade. We are going to be asked to vote to approve a ballot measure to increase a countywide sales tax to build an aquatic center in Port Townsend, where it is inaccessible to most of us. A better location would be Hadlock because it is more centrally located in the county, but that is a conversation for another day. It seems to me that our voters are smart enough to make these decisions for ourselves. We may need some info, but what we do not need is to be spoon fed a foregone conclusion based on misinformation and the clear bias of a very small handful of people (who are, with one exception, not elected by the people). Much of the info surrounding this discussion has been difficult to find. The Healthier Together steering committee has not included voices from around the county and they have not done anything resembling what I would call a robust public outreach campaign. Hell, they wouldn’t even let the public attend their meetings. All the members of that committee are representatives from Port Townsend organizations. There have been no representatives on that committee from South County, Port Ludlow, Chimacum, Gardiner, or any of the other regions of the county. This has been one of my biggest complaints about the process and you are very likely to hear me complain about it often. I am not going to talk about WHETHER we should build a new pool in this message, I think that is a valuable discussion for another time and we should consider that issue as a whole community. What I came here to say today is that, until last week, I did not know if we could even repair the existing pool because that info has not been made available to the public. The info was known by certain city staff, but it has never been shared with the rest of us. It was not shared with City Council, the County Commissioners, the steering committee, or voters. We found it in a public records request because we dug for it. This fact gives me serious doubt about the good faith actions of those involved in this process. Are we looking for the facts, or are we looking for confirmation bias? City staff have continually told us that repairs are not possible and that parts are nowhere to be found. They have told us that the Mountain View Pool is near catastrophic failure and that it is too dangerous to even make repairs for fear of a deadly outcome in the event of an accident. If the pool is in such danger of imminent and dangerous failure, why is it still open to the public? Why was it never an option to consider repairing the deficiencies with the Mountain View Pool? Why does the Healthier Together steering committee think the only acceptable option is a brand new, fancy aquatic center which the vast majority of the county residents do not support and the city cannot afford without a countywide sales tax increase to buy it for them? So, they want to raise a countywide sales tax to build a $37 to $52 million aquatic center. Yes, a countywide sales tax to build a pool in PT which most residents will never use but we will still have to pay for. Why has the public not been engaged in this process sufficiently to inform us of the options or to provide our input? I would argue that the public has been largely shut out of the conversation and our voices have not been heard before a group of citizens started asking questions and sharing info with voters. I can tell you why this issue was bumping along under my radar until September 2023. As far as I knew, this was to be a Port Townsend pool and I live in South County. I had no idea that the entire county would be asked to pay for a Port Townsend pool so my opinion did not matter and I did not commit any time to understanding the issue. When I found out this steering committee was considering both a countywide property tax AND a sales tax increase, well, that’s when I kinda flipped out. If you do not know me, I’ll just give you a sense of my engagement so you know what this means to me. I have been attending or listening to Monday County Commissioner meetings (all day, pretty much every Monday) for about 10 years. I serve on lots of boards and committees. I speak with people all over this county every day. I think I have a fair understanding of what’s going on around here. For me to miss the implications to the taxpayers and have it sneak up on me and take me by surprise, I had to wonder what my neighbors could possibly know about this if they do not participate in all these meetings that I attend. The Mountain View Pool is not beyond repair, despite what the City of PT would have you believe. City staff have known for months that the existing pool can be completely repaired, modernized with all new pool components, and a 4-lane lap pool added (retrofitted) for less than $4.1 million. This is roughly a tenth of what it would cost to build the $37 to $52 M design they are trying to convince us is the only option available to us. This $37 to $52 M proposal will require a county-wide sales tax and untold public subsidies to soak up the red ink because it is a well-known fact that aquatic centers never pay for themselves with membership fees. Unbeknownst to any of us, Port Townsend city staff commissioned Water Technology, Inc., a nationwide aquatic center consultant and contractor, to evaluate the Mountain View Pool’s condition on September 8, 2023. They estimated the existing pool can be fixed and the pool modernized for $3.5 million. “Modernized” means adding a new 4-lane lap pool of 3,400 square feet, a shallow water entry and some other flourishes. A new HVAC system would be installed, a new pool liner, repairs to any damage to the concrete vessel, replace the gutter which sifts off the debris from the surface, refinishing the deck with high friction sealant on the decks for safety measures, replacing drains and pipes and CO2 sensors, a new circulation pump, installing an ultraviolet disinfecting system for pathogen protection, replacing the heat exchanger, etc. ALL this and other things I did not bother to list, for $3.5 million. That was the estimate for repairs for the interior systems and the pool itself. What about the building? On October 30, 2023, city staff received the report of CG Engineering of Edmonds, WA, regarding the structural condition of the Mountain View Pool building. "We found minimal damage to the existing structure,” they reported. They called out some minor cracks, surface rust, staining, all superficial and cosmetic issues. There are no serious structural issues reported by this inspection. This estimate includes a new roof membrane. The total estimated cost of correcting all the deficiencies and problems they observed at that time was $536,000. There could be additional costs if they discovered damage to insulation or underlayment after they pull the old roof off. Seismic and ADA upgrade costs were not estimated so we don’t have the data on that estimate, but I’d be willing to bet that it is not $37 to $52 M. The total estimated cost of these 2 reports for the pool repairs/upgrades and the structure/roof repairs is $4.1 million. This is a far cry from $37 to $52 M and would extend the life of the pool for maybe a few decades or more. These reports have been withheld from City Council, the Board of County Commissioners, the Healthier Together steering committee and taxpayers. These people never saw the documents before a group of citizens did a public records request and hand delivered the reports to the County Commissioners. City Council has not even received the reports from their own staff. These documents are still not available on the city’s website. They were obtained only by the power of a public records request. I will include these 2 reports here for the public to see. Even the phoney minutes from the Healthier Together steering committee have omitted these documents and the members of the committee have not reviewed the data. A few days ago, some mysterious minutes appeared on the website. Unapproved minutes, assumedly, since the committee has not met since 12/8/23 to approve any draft minutes, and dishonest minutes without even listing the members who were in attendance, were cobbled together and posted on the website which include a vague mention of the ghostly documents in question. These all too late and highly suspicious minutes are yet another unforced error by city staff. How are we supposed to trust anything produced by this process? I cannot help but wonder if the final report from this steering committee expects to raise $15M through grants, donations, and other philanthropy, that this fundraising would more than cover any repairs and upgrades to the existing Mountain View Pool. Why then do they need to impose a countywide sales tax for a fancy new Port Townsend aquatic center? I hope you will take a look at this info and ask questions of City Council and the County Commissioners. If I can answer any of your questions, please let me know.
