Staff Present Matt Tyler, Chelsie Kilmer Public Present OPMA Requirements met? (0:03) Yes. Call to Order (0:04) Jon Cooke called the meeting to order at 3:02 pm. Public Comment (0:57) None Agenda adopted (1:55) Moved by Marianne, seconded by Vern, and carried all in favor: to adopt the agenda with no changes. Minutes approved (1:26) Jake Davidson arrived Moved by Vern, seconded by Susie, and carried all in favor: to accept meeting minutes from October 5, 2023 & December 7, 2023. OPEN FORUM FOR BOARD MEMBERS (2:47) Malloree Weinheimer arrived. Vern announced he would have to leave during the meeting, but the quorum still held. Jon Cooke asked about the Quilcene water spigot. Matt provided an update. SUBCOMMITTEE REPORTS (6:06) Taylor McCormack arrived Chimacum Park – board discussion about submitting a request to the BoCC to dedicate undeveloped county owned properties near Chimacum Park as open space and future park purposes. Next steps – Board reviews JCPRAB Chimacum Park Policy Recommendation from February 2020 and sets up a workshop with the BOCC. (20:52) Moved by Karyn, Seconded by Vern, and carried all in favor: to move forward to ask the Board of County Commissioners to look at Chimacum Park and open it as a Campground or reserve it for future park use. NEW BUSINESS (22:08) Discussion of the goals and interest of members in 2024 (22:25) Vern shared JCPRAB background information Members shared their interests. Work on the draft 2024 board work plan (39:11) The board reviewed their preferred interests and applied them to the work plan. Chimacum Park planning occurred. Signage review and possible improvements. It was proposed to create a trails subcommittee. Plan presentation to BoCC of 2023 board summary (52:09) Vern presented his proposed JCPRAB 2023 Annual Progress Report. Vern Bessey left – quorum maintained. Presentation of HJ Carroll Map created by Susie (55:00) Susie presented a draft HJ Carroll map. The Board provided feedback. Park tour planning, set date and discuss which parks (1:02:35) The board reviewed previous tour and set tour parks date. Vern Bessey returned. OLD BUSINESS (1:29:28) None.
