Pursuant to Chapter 90.58, Revised Code of Washington, a permit is hereby granted
to: Port of Port Townsend
to undertake the following development:
Removal of more than 30% of merchantible timber (clear cut) , and land
preparation to create a 200' x 300' (approximate) parking area, with 3
access road.

Quilcene Boat Haven, Section 25, Township 27 North, Range 2 West, W.M. ,
Jefferson County
Development pursuant to this permit shall be undertaken pursuant to the

1. This permit is granted pursuant to the Shoreline 1-an&gment Act of 1971 nd the
Shorei one Management Master Program for Jefferson County and Port Townsend,
Washington. Nothing in this permit shall excuse the applicant from compliance
with any other federal , state, or local statutes, ordinances or regulations
aprriic,ble to this project.
2. This permit may be rescinded pursuant to RCW 90.58.140 (7) in the event the
permittee fails to comply with any condition thereof.
3. Construction pursuant to this permit will not begin or is not authorized
until forty-five (45) days from the date of filing the final order of the
;nth the Department of Ecology or Attorney General whichever comes
first; or until all review proceedings initiated within forty-five days from
the date of such filing has been terminated.
4. Pursuant to RCW 90.58.230, the permittee shall be liable for all damage to
public or private property arising from a violation of the conditions of this
permit.

APPENDIX A
Conditions of Approval
1. A surface drainage plan shall be approved by the Jefferson County Engineer
prior to construction.
2. Cut and fill slopes shall be protected from erosion by mulching, seeding,
use of headwalls, or other suitable means.
3. Excess material shall be deposited on an upland site.
4. All roads and drainage systems shall be maintained so as to prevent erosion
and/or water quality degradation in Quilcene Bay.
5. A County Access Permit shall be obtained from the Jefferson County Enbineer
prior to construction.
6. No internal access road to the parking area shall exceed a grade of 12%.
Any such access road intersecting with a public road shall not exceed 2%
grade for 20 feet from said intersection.

SUGGESTED FINDINGS IF PERMIT APPROVED:
1. Project is within an "Urban" area designation and is a secondary use for
that designation.
2. Project is a Shoreline of Statewide Significance.
3. Site is approximately 50 feet above present road grade.
4. Proposed access road to site would have a minimum 25% grade.
5. Present facilities have improved parking for approximately 50 vehicles.
6. Potential parking area south of the proposed project and west of the Haven
would produce approximately 45 spaces for vehicles.
7. Proposed project will produce approximately 70 spaces.
8. Site of project is presently a timberland forest with a 10-15% slope inclin-
ing inland.
9. Project is a land conversion from timberland to parking.
10. Site is approximately 200 feet and more from existing Haven facilities, i .e.
boat launch ramp.
11. Project does not appear to be a major action having significant affect on
the quality of the environment.

The proposed project is the removal of more than thirty (30) percent
of the merchantible timber (a clear cut) with land preparation for a
200' X3O0' (approximately) parking area, with access road.
The project is located just west of the Port of Port Townsend's Quil-
cen Boat Haven.
The shoreline proper is not affected by the project, however, it is
a Shoreline of Statewide Significance.
The site is marginally wooded and approximately thirty feet above
existing road level , and the site has a minimum 10% slope.
Applicable elements of the Master Program are:

The Shoreline Management Advisory Commission has reviewed the above-refer-
enced application and recommends you make the following findings:
1. Project is within an "Urban" area designation and is a secondary use for
that designation.

Dear George:
As a recent anpl icant fora Shoreline Development Permit for :a project
in Jefferson County, public notice of the proposed project must be made in
accordance with the Shoreline Management Act of 1971. The appropriate forms
have therefore been enclosed and require your immediate attention:
1. Three "PUBLIC NOTICE" forms that must be posted on or near the subject
site of the proposed project;

2. An 'AFFIDAVIT OF POSTING" which should be completed, notarized, and
returned to this office.
Also, the Port Townsend "Leader" will publish a Legal notice regarding
the proposed project for two consecutive Thursdays. the cost for which is
born by the applicant. Upon payment of the bill for such publication, the
applicant will receive an "Affidavit of Publication", with which the appli-
cant shall submit the original , or four (4) suitable copies to this office.

Develop additional parking on a parcel approximately 200 ' x 300 ' at the
Port' s Quilcene Marina
E. List Beneficial and Adverse Impact of the Proposed Project on the Environment. The environment includes physical,
social, and aesthetic considerations. The following are only suggested areas for consideration, consequently, the
applicant should not limit his consideration to these areas. Consider both beneficial and adverse impacts. Provide
sources of information as appropriate.
• (1) Land Use: How is this project the best use of the land? What effect will the project have on land use in the
surrounding area? What is the land use of the surrounding area?
The project will provide additional parking to service the adjacent marina
and related activities. The surrounding area: boat haven, commercial
oyster operations, some residential (rural) , and forest land.
(2) Local and Areawide Planning and Zoning: How is the subject property presently zoned? Is the project consistent
with this planning and zoning or will a rezone be required? How is the surrounding land zoned?
Not zoned.
(3) Air Pollution: What effect will construction of project and use of completed project have on air pollution? Will
there be an increase in automobiles and vehicular traffic? Will streets be gravel or paved by the developer?
Will any trees be removed as a result of this project? If so, how many?
There would be some increase in vehicular traffic. The access road and
parking area will be graveled. Approximately 50 marketable fir trees and
20 non-marketable trees will be removed.

(4) Water pollution: What effect will construction of project and use of completed project have on water pollution?
Will this project require an expansion of local water and/or sewer facilities? If so, when will they be provided
and how will they be financed? Will septic tanks be required? If so, how many? Toward what streams or
bodies of water does the area drain?
No additional water, sewers, or septic tanks will be required by the
project. Drainage water would flow toward Quilcene Bay and/or unnamed
creek.
(5) Noise Pollution: Flow close is the project to airport, freeway, railroad ( planned or existing) or other sources
of noise? What effect will construction of project and long term use of completed project have on noise pollu-
tion in the surrounding area?
Project would produce a limited amount of additional noise due to added
vehicular traffic.

(6) Project Design and Appearance: How is the project design, appearance, landscaping, etc. developed in order
to assure greatest environmental benefit? Will any trees be planted by the developer? What proportion of the
project will be devoted to open space or common areas? Will all utilities be placed underground?
There will be no utilities.
(7) Population Density: What is the projected population increase resulting from this project? IMPORTANT:
Compare the present density per acre in the surrounding community to the proposed density of the project.
No change.

(8) Population Distribution: How will this project affect population distribution in the area? What is the present
population distribution of the surrounding area? Will the project result in residences or commercial buildings
being constructed next to orchards or farm property?
No change.
(9) Natural Resources: What effect will carrying out of the proposed project have on natural resources; i.e, trees
and crops, wildlife, rivers and streams? Does the project involve any natural hazards such as drainage pro-
blems, high water table, flooding? Will wells be required?If so, how many? What effect will new wells have on
ground water supplies?
The project will require removal of trees. Drainage will have to be
directed so as to prevent silt from entering Quilcene Bay. There will
be no effect on wells or ground water.
(10) Schools: What effect will the proposed project have on school enrollment in the area? What school district is
involved? Is the local school board aware of this project?
None.
(11) Transportation: What new roads will the project require? Which arterials now serve the project? What con-
sideration has been given to developing alternative means of transportation in the area; i.e., public transport-
ation, pedestrian walkways, bicycle paths, etc?
Project will require access road only.
F. Summarize adverse environmental effects identified in Item E, above which cannot be avoided should the pro-
posal be implemented.
The removal of trees could create some wind pattern changes affecting
neighboring properties. Removal will also create some site pollution.
Drainage will have to be carefully controlled so as to prevent pollution
of Quilcene Bay.

G. Outline principal alternatives to the proposed project. Consider such alternatives as not carrying out the project,
constructing apartments rather than single family houses, building a smaller facility, etc. Explain fully why the
alternative was not selected or not considered to be as feasible as the proposed project.
Restrict use of marina facilities.
Utilize existing parking 800 ' from marina.
H. Compare the relationship of the proposed project's short term use of the environment and its maintenance and
enhancement of long-term environmental productivity. This should involve a comparison of the use of the en-
vironment during the construction period and shortly thereafter and the environmental productivity on the long-
term basis after completion of the project. An example of this would be a comparison of the noise and air
pollution and possible inconvenience to residents in the area on a short-term basis, and the provision of a well
planned project and increased tax base on the long-term basis.
I. What irreversible or irretrievable commitments of resources would be involved in the proposed project were
implemented? This identification of resource commitments involves an evaluation of the extent to which im-
plementation of the proposal curtails the range of beneficial uses of the environment. Consideration should be
given to the commitment of such resources as land, water and plant life.
Forest land would be converted to public parking.
