Group of representatives from Jefferson County, City of Port Townsend, Port of Port Townsend, Jefferson County PUD #1,unincorporated Port Hadlock/Irondale UGA, and rural Jefferson County County action "in collaboration"required under the Growth Management Act (GMA) for population allocation, countywide planning policies (RCW 36.70A.210) Role: coordinate population projections and our comprehensive plans. ICG 02/15/2024 2 What Data Does the Growth Management Steering Committee Use? •Reviews the Office of Financial Management (OFM) population estimates. Estimates are a range, so the GMSC picks the range that seems most likely based on local conditions. •Recommends allocation of projected population within Jefferson County, to its urban growth areas (UGAs) in Port Townsend and Irondale-Hadlock, Master Planned Resorts (Port Ludlow, Pleasant Harbor), and rural areas. ICG 02/15/2024 3 How Does the Growth Management Steering Committee Plan for Growth? •GMSC reports recommendations back to IGC for review and comment. •Board of County Commissioners approve allocations. •County and City use GMSC’s findings in their Comprehensive Plans, ensuring efficient resources for our population. ICG 02/15/2024 4 ICG ICG and GMSC Forum for housing, economic development, infrastructure, broadband, climate change, behavioral health, food security, and other issues. Implements GMA by recommending population allocations to the County. Also reviews proposed updates to Countywide Planning Policies. Informs ICG on findings so that the ICG may review and comment. ICG 02/15/2024 5 GMSC Resolution Defining ICG and GMSC Relationship and Purpose Jefferson County Resolution 09-24: Section 4. Process and Involvement. … “The GMSC will provide the Intergovernmental Collaborative Group (“ICG”), as it currently exists or as it may be structured in the future, the opportunity to review and provide recommendations to the BoCC on work products generated by the GMSC. The GMSC will invite participation and involvement from other community partners, interested parties, and stakeholders, including but not limited to local special purpose districts (e.g., fire, school), federally recognized Indian tribes, non-profit organizations, and private industry groups.” ICG 02/15/2024 6 GMSC’s Role: Coordination and Engagement •Interagency coordination during the 2025 periodic reviews of Jefferson County’s Comprehensive Plan and Port Townsend’s Comprehensive Plan •Engage with other community partners, interested parties, and stakeholders, such as local special purpose districts like school and fire, federally recognized tribes, non-profits, and private industry groups ICG 02/15/2024 7 GMSC’s Role: Population Growth Targets and CPPs •Recommend population growth targets for Port Townsend and Jefferson County, and allocate estimated 2045 population growth to specific areas •Review proposed amendments to Countywide Planning Policies (CPPs) o Note: GMA requires engagement with recognized tribes in Jefferson County when amending CPPs (House Bill 1717) ICG 02/15/2024 8 Summary of Countywide Planning Policies 1.Policy to implement Urban Growth Areas 2.Implementing contiguous and orderly development and provision of urban services 3.Joint County and City planning within UGAs 4.Siting of countywide or statewide public capital facilities 5.Countywide transportation facilities and strategies 6.Provision of affordable housing 7.Countywide economic development and employment 8.Policy on rural areas 9.Policy on fiscal impact analysis 10.Policy on use, monitoring, review, and amendments ICG 02/15/2024 9 Example of Upcoming GMSC Work Population Allocations: •OFM provides population projection scenarios for the County over the 20-year planning period (2025-2045). •GMSC discusses if we should use a low, medium, or high projection scenario. •GMSC suggests population allocations between Urban and Rural areas,and further allocating within County and City UGAs & MPRs. •We've used the same allocation for our last two periodic reviews: 70% of growth to UGAs and MPRs; 30% of growth to rural areas.
