In the matter of amending Fee Schedules for ) Ordinance No. 10-1215-22,Repeals and
Jefferson County Environmental Public Health ) Replaces 01-0220-20
1. PURPOSE
To amend the Fee Schedule for Jefferson County Environmental Public Health. Based on the CPI,
existing fees will increase by 5%. In the Onsite Sewage Disposal section, changes are needed to
reflect modification of services provided as a result of proposed revisions to the JCC Onsite Sewage
Code. In the Food Service Establishment section, changes are needed to reformat existing fees for
improved clarity and use of current nomenclature and procedures.
2. EFFECTIVE DATE
This Ordinance and the attachment shall be in full force and effective on January 1, 2023.
3. FEES:
The fee schedule for Jefferson County Environmental Public Health is hereby set by the Jefferson
County Board of Health as listed on the fee schedule attached in Appendix A.Any text specifically
listed is deemed regulatory rather than advisory and as such has the full force and effect of local law.
4. SEVERABILITY
A determination that any text, fee, or fee adopted as part of this Ordinance is unlawful or illegal shall
not cause any other text, fee, or fees adopted as part of this Ordinance, that is unaffected by the
determination, to be repealed, revised, or reduced.
5. PRIOR FEE SCHEDULE REPEALED
Any fee schedule previously adopted by this Board is hereby repealed and replaced by this
Ordinance.
6. SEPA COMPLIANCE:
On 11/4/2022 Josh Peters, Department of Community Development Deputy Director and SEPA
Official, determined that this proposal and the associated Board of Health Fee Schedule is
categorically exempt per WAC 197-11-800(19)(a).

Note:2023 Fees have been adjusted per Ordinance 12-1209-96,Section 4-Annual Fee Indexing:Fixed amount fees established by this ordinance shall be adjusted annually on the first business day of
January(Adjusted Date)by the amount of the increase in the Consumer Price Index(CPIW).The CPIW is the Consumer Price Index-US City Average for All Urban Wage Earners and Clerical Workers,
published by the Bureau of Labor Statistics for the United States Department of Labor.
The annual fee adjustment shall be calculated as follows:each fee in effect immediately prior to the Adjustment Date will be increased by the percentage increase in the CPIW as reported for the month of
September preceding the Adjustment Date.Increases will be rounded to the nearest dollar.A fee shall not be reduced by reason of such calculation.However,fee increases in accordance with this
calculation shall not exceed 5 percent per year.
