Board of County Commissioners,
I'd like to call your attention to the Department of Community Development because my permit application has met many frustrations and delays. I think the agency has problems with rapid
turnover of staff, shortage of staff, and inexperienced new staff. I think too that recent changes within the County administrative system have compounded the confusion and delays.
My Storm Water Drain Plan permit application was submitted in February of 2021. (This is clear because of the filing name "ZON2021-00005") On 7/31/2022 the application had cleared Public
Works and a permit was to be issued. DCD staff decided then that an SSDP was needed additionally. I paid more fees and hired more professionals and did my best to keep that new application
moving forward. It was a year later when staff finally talked about scheduling the Hearing Examiner on 6/26/2023.
John Fleming came over from Public Works to explain the workings of the proposed Storm Water Drain, so that a staff report could be written. He also pointed out some important guidance
offered by the State Ecology's Storm Water Manual. Despite his help and my urging nothing further happened.
I was asked to wait so a new planner could be hired. Then I was asked to wait until after the Christmas holidays. Most recently I was asked to wait because the County is going to change
the input and support agency for the Hearing Examiner. (I think this refers to the new work planned for your clerk Carolyn Gallaway.) DCD staff is unsure how to proceed.
I would like the Planners at DCD to make a staff report immediately and to schedule the Hearing Examiner as soon as the County routine allows. After three years of waiting, it is now
