Good Evening Commissioners! I wanted to provide you with an update on bills that are still moving, following the second cutoff this week. Our next cutoff is “house of origin” at 5:00pm on Tuesday the 13th. Both houses will spend their time between now and then on the floor, voting as many bills out as they can. So there are no committee meetings until Wednesday of next week. I will send you next week’s calendar when it is published. There are a couple of highlights in the attached report that I wanted to note: * 2SHB 2049 <https://app.leg.wa.gov/billsummary?BillNumber=2049&Year=2023&Initiative=false> is also known as the WRAP or Re-wrap Act. This week it reached an important milestone when the pulp and paper industry moved from “opposed” to “neutral” on the bill. Pulp and paper opposition was a serious issue for the bill last year, so this change is good news for the sponsor and proponents. There is still a long road ahead for the bill but this week its prospects got significantly rosier. * SSB 5770 <https://app.leg.wa.gov/billsummary?BillNumber=5770&Year=2023&Initiative=false> to amend the 1% property tax cap is kicking up dust with Senate Republicans. They will hold a press conference tomorrow morning highlighting their opposition to overturning “the will of the voters.” * ESB 6120 <https://app.leg.wa.gov/billsummary?BillNumber=6120&Initiative=false&Year=2023> to make changes to the Wildland Urban Interface Code (WUI) has a strong chance of success, given the support it is currently receiving (including from WSAC). It allows for locally informed mapping, as opposed to the statewide map that DNR had originally published. I would like to hear more about Jefferson County’s wildfire planning, so that we can work to amend the bill, if necessary. * SHB 2003 <https://app.leg.wa.gov/billsummary?BillNumber=2003&Initiative=false&Year=2023> (and SB 5967 <https://app.leg.wa.gov/billsummary?BillNumber=5967&Year=2023&Initiative=false> ) are part of DNR’s effort to lease public lands for affordable housing, so may be of interest to you both.
