NOTICE OF PUBLIC HEARING
Adoption by Resolution of Comprehensive Flood Hazard Management Plan for the
Big Quilcene and Little Quilcene Rivers
NOTICE IS HEREBY GIVEN that a public hearing is scheduled by the Jefferson County Board of County
Commissioners for MONDAY,February 26,2024 at 2:30 p.m.in the Commissioners' Chambers,County
Courthouse, 1820 Jefferson Street, Port Townsend,WA 98368(HYBRID). Notice of said hearing is to be
published in the official newspaper of Jefferson County.
The hearing provides citizens with an opportunity to comment on a Comprehensive Flood Hazard
Management Plan that was prepared for the Big Quilcene and Little Quilcene Rivers. This plan is to be
adopted by resolution by the Board of County Commissioners.

SUBJECT: Board Approval to Notice a Public Hearing to Deliberate and Adopt by Resolution a
Comprehensive Flood Hazard Management Plan for the Big Quilcene and Little
Quilcene Rivers
STATEMENT OF ISSUE:
Under a Washington State Department of Ecology (Ecology)grant, Jefferson County Department of Community
Development(DCD)hired ESA(project consultant)to prepare a comprehensive flood hazard management plan
(CFHMP)for the Big Quilcene and Little Quilcene Rivers. As part of the process of finalizing the flood plan,
Jefferson County is to hold a public hearing and adopt the CFHMP by resolution. DCD is requesting that the Board
of County Commissioners(BoCC)authorize DCD to publish a notice of public hearing on February 14 and 21,
2024.
ANALYSIS:
The CFHMP for the Big Quilcene and Little Quilcene Rivers was prepared based on input from local, state, and
federal agency staff; Tribal representatives; local organizations;and with participation from Quilcene residents.
The CFHMP has been approved by Ecology and is now ready for adoption by resolution by the BoCC. DCD
wishes to hold the public hearing in the BoCC chambers on Monday, February 26, 2024 at 2:30 p.m. DCD has
drafted a resolution for the flood plan should the BoCC decide to adopt the CFHMP on February 26,2024. The
drafted notice for publication is attached for your review as the CFHMP(which can also be viewed at:

RECOMMENDATION:
DCD recommends that the BoCC authorize DCD to publish the notice for a public hearing on February 14 and 21,
2024.
