Sorry I couldn’t respond sooner. Of all the people I wrote in the county, you and (via Kevin Street at PUD) Will O’Donnell of PUD are the only folks I’ve spoken to. Will was quite reassuring,
but I’d sure like to get Heidi’s hit before I put everything together and write what looks to be a less dire column than I had expected.
I’ve got both dentist and eye doctor visits tomorrow. Here’s hoping that Heidi can get back to me today. Assuming my eyes recover from dilation, I’ll be writing the column Thursday night
or, at the very latest, Friday AM.

Hopefully Heidi gets back to you, Jason. We are bringing the band back together for our Clean Water District Advisory Committee with Heidi serving on that, and the PUD is working on
a consolidated water plan, but I am not aware of what the county can do or has planned to do in case of drought – except for wildfire planning which we are nearly finished with our
new Community Wildfire Preparedness Plan. If we have a warm spring, that slight snowpack will be gone in early spring. It’s a real issue for sure,

Dear Eric, Kevin, Joy, Jeff, Jessica, Don, Tom, Kate, Heidi, and Greg,
I plan to devote my next "As I See It" column in the Port Townsend Leader to water. Current snow pack levels and potentially catastophic rising temperatures make this column an urgent
affair. As such, I’ve been given 800 words, with a Friday February 16 noon deadline.
The last Hazard Mitigation Plan for the county was completed in 2016 https://www.co.jefferson.wa.us/DocumentCenter/View/3318/2016-Hazard-Mitigation-Plan?bidId=. Although the County
announced a pending update in 2022 https://www.co.jefferson.wa.us/1380/2022-Hazard-Mitigation-Plan-Update, nothing has been posted. Does the update exist? If so, how can I access it?
The underlying question is, with the snowpack currently at 32% of normal, and forecasts for significant snowfall dire for the rest of this El Niño snow season, does the county have
a plan in place to address potential drought? What is that plan, and is it adequate? Where can I find it?
Are attempts being made to increase reservoir capacity or supply? If the snow line continues to rise, as is expected thanks to global warming, what are we doing to shore up and increase
supply as county population increases? What controls and safeguards in place? (I’m thinking of our last drought in 2015, during which I watched one of my neighbors water the leaves
and needles of his front yard trees on a daily basis.)
As much as some may prefer to address my questions in a paragraph or two, statements that avoid addressing hard realities will not do. Nor do I feel comfortable supplying information
from people I cannot speak with directly. Who can make themselves available to answer these questions? As I’m sure you’re aware, a column that leaves these concerns unanwered will
only heighten concern and serve no one.
