EMD Review
►The state Emergency Management Division reviews the CEMP,
providing feedback in three tiers:
►Tier 1 –Lawful Requirements
►Tier 2 –State Recommendations
►Tier 3 –Optional
►2018 received 66% under old requirements; 44% under new
►State strives for 75%
What’s Been
Done so Far
1.EOC Conditions and Triggers have been developed and
implemented
2.PIO has begun work and outreach on public comm’s section
3.ESF 8 under development alongside Medical Reserve Corps
4.ESF 2 Comms Plan underway via VECOM, first draft complete
5.Responsibilities section reviewed and updated (federal, state,
local, community, tribes)

LEPC
►Local Emergency Planning Committees are established by WAC 118-40
►LEPCs are tasked with reviewing local inventories of hazardous materials
(EPA Tier II reports) and developing a response plan
►Due to relatively low hazmat stock/risk, Jefferson County has never had
an organized LEPC
►Targeting a late Q2 initial meeting to establish the committee and begin
plan review
►Q3 -review plan and suggest changes
