to conditions.

Dear HARGRAVE GARRISON
Zoning approval on the above project will expire November 2, 1995.
A special use, conditional use, variance or sign permit shall be
considered expired if on the date the permit expires the project
sponsor has not:
1. Submitted a complete application for a building permit.
2 . Completed substantial construction in accordance with the plans for
which the permit was authorized.
If you do not meet the above criteria, you will need to reapply for zoning
approval. If you have completed construction, please request a final
inspection in accordance with the instructions on your building permit.

JEFFERSON COUNTY EMERGENCY ZONING ORDINANCE
APPLICATION
Request
The application is for a sign permit located approximately 50 feet from
centerline of Highway 101, Port Townsend, identified as Tax Parcel
Number 902231001 , within Section 23 , Township 29 North, Range 2 West,
W.M.
The request is for a 48 square foot sign reader board free-standing
sign.
Findings
1 . The property to the North, South, and West is currently used for
"general commercial" purposes.
2. The property is zoned as "general commercial" within the
Jefferson County Zoning Ordinance, No. 09-0801-94, Section 6,
Subsection 6.10 (see, the zoning map depicting the "Discovery Bay
Commercial Area") .
3 . The proposed use is consistent with the goals, policies, and
provisions of the Jefferson County Comprehensive Plan and the
Jefferson County Zoning Ordinance, No. 9-0801-94.
4. Specifically, the use applied for is consistent with the
permitted uses and activities anticipated within the "general
commercial zone. "
5. Proponent has stated on the zoning application that the existing
3 foot by 10 foot sign is to be removed.
Development Review Division Action
The Jefferson County Zoning Administrator has reviewed the application,
and approves the proposed use subject to the conditions of approval
enumerated below.

Conditions of Approval

SIGN
The following conditions of approval are binding, and commit the
applicant to: (a) the proposed project as submitted; (b) the Highway
20 Corridor Policies and the Jefferson County Zoning Ordinance; and, (c)
the following:
1. The illumination of signs shall be shaded, shielded, or directed
so as not to adversely affect surrounding properties or public
or private rights-of-way or create a hazard or nuisance to the
traveling public, or to surrounding properties.
2. No sign or part thereof shall consist of rotating, revolving, or
moving parts, consist of banners, streamers, or spinners; or
involve flashing or blinking, or alternating lights.
3. The total square foot of the sign shall not exceed 64 square
feet.
4. Only one side of a double-faced sign shall be counted when
determining total square footage. The square footage of the sign
shall be calculated by the outside dimensions necessary to frame
the information displayed.
5. There shall be no more than two (2) on-premise free standing or
projecting signs or combination thereof.
6. Signs attached to or painted against the structure to which it
relates shall not be computed as part of the overall total square
footage or number.
7. All signs shall be continuously maintained. Signs that present
a hazard shall be subject to abatement.
8. Free-standing signs shall include measures to restrict vehicles
from passing beneath them.
9. Signs shall be incorporated into the landscaping of the site when
landscaping is provided.
10. The Jefferson County Building Official should be contacted to
determine if a building permit is required for the sign.
11 . No off-premise signs are permitted.
Appeals of Administrative Determination made by the Development Review
Division, may be appealed to the Hearing Examiner by the applicant, a
public agency, or any interested person as defined herein below, no

later than fourteen (14) days following the decision of the Department
by notice in writing to the Development Review Division.
This approval provides a basis upon which a building permit can be
issued. Once a building permit is issued, construction may begin.
Prior to occupancy or use of the facilities a final inspection must be
conducted to confirm that all conditions and requirements have been met.
Upon demonstration that all conditions have been met, a Certificate of
Occupancy will be issued by the Jefferson County Building Official.
EXPIRATION: This sign permit shall be considered expired 180 days from
the date of this approval if the proponent has not:
1. Submitted a complete application for a building permit.
2. Completed substantial construction in accordance with the plans for
which the permit was authorized.
EXTENSION: An extension may be granted for a maximum of one (1) year
provided the proponent can demonstrate that a good faith effort to
complete the development was made and that circumstances affecting the
proposal have not substantially changed. A written request for such an
extension must be filed with the Development Review Division at least
ninety (90) days prior to the expiration of the permit.
