09:02:34 Alright, good morning everyone. I will call this February twelfth meeting of the Board of County Commissioners meeting to order.
09:02:43 Chair Dean is in DC and an official event will join us virtually in a little bit. Looks like we have a pretty light schedule today.
09:02:50 So I believe the goal is probably to wrap it up around at noon today. And yeah, with that we'll unless you have everything to announce Heidi we will open public comment as we
do every week we'll got a couple of people in the room.
09:03:07 Anyone like to make public comment today?
09:03:09 Welcome, Maggie.
09:03:12 You have 3Â min. Hi, you guys are getting to know me now. Okay, so the thing about Harold's, van.
09:03:22 We know that, due to the Homestead Act, that he has a claim that it is his home and he was living in it.
09:03:32 And the city seems to understand that, but. They seemed to think that it was not illegal to tow the van and it was actually illegal to tow the van because it was during the
declared emergency and the governor called and said don't tow his man because he had applied for housing and had been denied.
09:03:57 And so that the van was his home. And they seem they don't seem to understand that during a declared emergency the Jay can suspend or change laws or make new laws.
09:04:10 And the police chief and the city manager seemed to be going with. Well, the dog ate my homework.
09:04:18 I, and you know, I've oops, I forgot. I didn't get the message.
09:04:23 So all those cars that were parked and towed in the transit parking lot was illegal. Okay, and as far as your having a budget of a hundred 10 million and not having a housing
committee if you don't have a housing committee you don't have a housing policy.
09:04:42 Therefore, I'll be the housing committee. I'll make the housing policy and here it is.
09:04:47 Anybody in a tent or with a tarp or in a car or anywhere on public property in Jefferson County.
09:04:57 Gets to stay there for 90 days. Without having to move. And that's it because you you can't you have no housing budget.
09:05:09 You have no policy whatsoever. So I can make it. If I want to because you guys are not the head of any housing committee.
09:05:20 Nobody is, not of the city. You know, not the housing authority. There's no housing.
09:05:35 An insula housing authority that has a housing committee to make housing policy. So I'm saying that You know, you can't touch these tents that they're all emergency housing.
09:05:45 You can't touch these cars. They're all emergency housing. Where people are living and they're providing services.
09:05:56 They are service providers to themselves. You know, whether it's, they're going to DSHS or Discovery or they're working with a team.
09:06:08 They're they are the server. Service providers to themselves. So that's it. That's all I'm saying.
09:06:17 Simple policy. There you go. Thanks, Maggie. Anyone else in the room or online that would like to make public? Oh, come on up.
09:06:23 Good. Let's finish the room out.
09:06:28 Just say you're pretty price screen. It's good to see your free face. Okay, Bell Streetport Townsend.
09:06:39 I'm following with concern your deliberations on updating the SMP. You seem to be showing difference to shine neighbours claims of the negative impacts of GUIDE farming.
09:06:47 And that attitude is spreading to other types of shellfish aquaculture. Please again read and consider the submitted GUIDAC farming impact research papers by Glenn.
09:06:58 Van Blaricum and others. These papers provide a scientific research base to of GUIDAK culture, impacts and then compare this information with the implausible inaccurate claims
from the waterfront property owners such as a decline in marbled murley.
09:07:15 Decline in resident orcas, a decline in forage fish, a decline in salmon populations.
09:08:42 I'm sure that you are aware that Greedak aquaculture was practically nonexistent 25 years ago.
09:08:42 Unlike the above list of disturbing marine ecological declines, What science does tell us is that waterfront property development with the clearing of trees and vegetation to
the woodline, roads and driveways to the water line, bulkheads to protect houses, roads with their associated runoff.
09:08:42 Of Tyre and brake pad pollution, let alone the fertilizers and selective herbicides that people apply to their lawns have been and continue to directly or indirectly damage
all of these species.
09:08:42 All these environmentally damaging problems exist in the Shine neighborhood. Be
