Dear Ms. Musselman:
Attached please find important information prepared for you by the All County Citizens Alliance. Our group is composed of former mayors and city councilors of Port Townsend, leaders
in the maritime and construction industries, legal professionals, business owners and concerned citizens. We believe that you may have been provided unreliable and inaccurate information
on which to conduct your review of the finances for the proposed Healthier Together aquatic center in Port Townsend.
As explained in more detail in the attached analysis the work of Ballard*King is unreliable and so shoddy that it is not prudent to put much confidence in their speculative judgment
calls. The construction cost estimate for the aquatic center is grossly inaccurate, as it misses about $10.5 million dollars in costs. This is established by a professional assessment
we discuss in the attached report. The more accurate construction cost in excess of $47.6 million cannot be paid by the proposed financing model. The operational cost budget also completely
ignores the costs of management.
Please consider the information we provide. This is a huge undertaking for economically distressed Jefferson County. There is considerable opposition to the project throughout the county.
It is critical that your report address all the information bearing upon the financial viability of this proposal.
