HomeMy WebLinkAbout14-24 STATE OF WASHINGTON Jefferson County In the Matter of the Big Quilcene and Little Quilcene Rivers Comprehensive Flood Hazard Management Plan, Repealing and Replacing RESOLUTION NO. 14-2 4 Resolution No. 57-98 WHEREAS,the Jefferson County Comprehensive Plan has goals and policies intended to protect flood hazard areas from development that may put life, property, and the natural environment at risk; and WHEREAS, Jefferson County has a flood damage prevention ordinance as codified in Chapter 15.15 Jefferson County Code; and WHEREAS,Jefferson County adopted a Comprehensive Flood Hazard Management Plan (CFHMP) for the Big Quilcene River on July 6, 1998 under Resolution No. 57-98 that needed to be updated and no plan existed for the Little Quilcene River; and WHEREAS,Jefferson County has prepared a CFHMP per WAC 173-145-040 for the Big Quilcene and Little Quilcene Rivers under a grant from Washington State Department of Ecology that evaluated existing conditions and identified management alternatives for these two river basins; WHERAS,the CFHMP was noticed on April 12, 2023; and WHEREAS,the CFHMP was prepared with input from an Advisory Team,including staff from federal, state, and local agencies; tribal representatives; non-profit organizations, and those residing in Quilcene. NOW THEREFORE BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF JEFFERSON COUNTY: Section 1—Approval of CFHMP for the Big Quilcene and Little Quilcene Rivers. On behalf of Jefferson County, the Board of County Commissioners hereby approve the CFHMP for the Big Quilcene and Little Quilcene Rivers (Ecology Grant SEAFCAAC-2123-JCDCD-00023) that is attached as Appendix A. Section 2—Resolution 74-95. Resolution No. 57-98 is repealed and replaced by this Resolution. Section 3—Findings. The Jefferson County Board of Commissioners adopts the above recitals (the "WHEREAS" statements) as its findings of fact supporting this resolution. Section 4—Severability. The provisions of this resolution are declared separate and severable. If any provision of this resolution or its application to any person or circumstances is held invalid, then the remainder of this resolution or application of its provisions to other persons or circumstances shall remain valid and unaffected. 1 Section 5—SEPA Compliance. Preparation of the CFHMP was subject to review under SEPA Chapter 43.21C RCW and Chapter 197-11 (as per the Ecology CFHMP Guidebook). The CFHMP and Environmental Checklist were noticed on April 12, 2023. The Department of Community Development issued a Determination of Non-significance under WAC 197-11-340(2). No SEPA Appeals were received by the May 3, 2023 deadline. Section 6—Effective Date. This Resolution shall take effect and be in full force immediately upon passage by the Board of County Commissioners. Peters, Director, AICP Donna Frostholm, Associate Planner, PWS DATE: February 26, 2024 SUBJECT: Conduct a Public Hearing,Deliberate, and Adopt by Resolution the Comprehensive Flood Hazard Management Plan for the Big Quilcene and Little Quilcene Rivers STATEMENT OF ISSUE: Under a Washington State Department of Ecology(Ecology) grant, Jefferson County Department of Community Development (DCD)hired ESA (project consultant) to prepare a comprehensive flood hazard management plan(CFHMP) for the Big Quilcene and Little Quilcene Rivers. As part of the process of finalizing the flood plan, Jefferson County is to adopt by resolution the CFHMP. A public hearing is scheduled for January 26, 2024 for the BoCC to hear comments from the public prior to adoption of the CFHMP by resolution. ANALYSIS: The CFHMP has been approved by Ecology and is now ready for adoption by resolution by the Board of County Commissioners (BoCC). The public hearing is scheduled to be held in the BoCC chambers on Monday, February 26, 2024 at 2:30 p.m. DCD has drafted a resolution for the flood plan should the BoCC decide to adopt the CFHMP on February 26, 2024. Attached to this agenda request are a copy of the CFHMP and a draft of the resolution. RECOMMENDATION: DCD recommends that the BoCC adopt the CFHMP by resolution.
