Donkey Creek Tributary Culvert Replacement Project
Clearwater Road MP 1.35, County Road No. 107508
Statement of Issue: Create a county project known as the Donkey Creek Tributary
Culvert Replacement Project.
Analysis/Strategic Goals/Pro's a Con's: Remove the fish passage barrier and improve
county road infrastructure by replacing the culvert at Clearwater Road MP 1.35 with a
new Aluminum Structural Plate culvert. This project is being funded and managed by
Trout Unlimited and the Coast Salmon Partnership. Jefferson County will provide
assistance with right-of-way acquisition, and coordination with design and construction.
Fiscal Impact/Cost Benefit Analysis: The total estimated cost for Jefferson County
Right-of-Way assistance, and coordination on design and construction is $37,555. The
design and construction coordination will be funded by the County Road Fund. Funding
for Right-of-Way assistance is awaiting a funding decision from NOAA in August 2024, and
will require a reimbursable, subrecipient agreement between Jefferson County and
Trout Unlimited.
Recommendation: The Board is requested to sign one original of the Resolution to
Create County Project.

IT IS HEREBY RESOLVED that Clearwater Road, County Road No. 107508, MY 1.35 be improved as
follows:
Remove the fish passage barrier and improve county road infrastructure by replacing the culvert at
Clearwater Road MP 1.35 with a new concrete bridge. This project is being funded and managed by Trout
Unlimited and the Coast Salmon Partnership with funding from the SRFB and NOAA. Jefferson County
will provide assistance with right-of-way acquisition, and coordination with design and construction per
the table below.
IT IS FURTHER RESOLVED that an appropriation from the officially adopted road fund budget and based on
the County Engineer's estimate is hereby made in the amounts and for the purposes shown:

The project is hereby made a part of the officially adopted annual road program in accordance with
R.C.W. 36.81.130.
IT IS FURTHER RESOLVED that:
The construction is to be accomplished by contract in accordance with R.C.W. 36.77.020 et. seq.
The construction is to be accomplished by County forces in accordance with R.C.W. 36.77.065 and
W.A.C. 136.18.
X __Trout Unlimited/Coast Salmon Partnership will design and manage this project and be responsible for
contracting and payment.
